Jammu: The Government of Jammu and Kashmir has constituted a committee to investigate the alleged misappropriation of government funds in the Public Works (R&B) Department, Shopian. The inquiry pertains to irregularities in the construction of the *”Strengthening/Upgradation of Checki Kachdora to Checki Nowgam and Chetripora Kaprin roads,”* sanctioned under NABARD XXIII.
According to Government Order No. 53-PW(R&B) of 2025, issued by the Public Works (R&B) Department on February 18, 2025, the committee will be chaired by Er. Tanveer Mir, Engineer-In-Chief, PW(R&B) Department. The other members include **Er. Atul Bali, Chief Engineer, DIQC J&K, and Er. Ishfaq Mohmad Beig, Superintending Engineer, Circle Anantnag.
The committee has been tasked with examining the full details of the project, including the sanctioned cost, allotted cost, executed quantities, funds released, expenditure incurred, and adherence to quality standards. It will also verify whether due process was followed as per the contract agreement, bid documents, General Financial Rules (GFR), Manual for Procurement of Works, and the J&K PWD Engineering Manual.
Additionally, the committee will ascertain the reasons for the project’s incomplete status, including the bridge component. The members have been directed to submit their detailed report and findings to the Administrative Department within **15 days** from the date of issuance of the order.
The order was issued by Bhupinder Kumar, IAS, Secretary to the Government, Public Works (R&B) Department.
