J&K govt constitutes groups for AI implementation across keydeptts

Srinagar: In a major push towards digital governance and smart public service delivery, the Jammu and Kashmir Government has constituted department-specific groups of officers for time-bound implementation of Artificial Intelligence (AI)-based projects across 10 major departments under the India AI Mission.

The initiative has been approved through Government Order No. 909-JK(GAD) of 2026 issued by the General Administration Department following decisions taken during the meeting of the UT-Level Steering Committee on Artificial Intelligence held on April 7.

The government said the move aims to ensure focused on-ground execution of AI use cases using available data and digital systems with defined timelines and measurable outcomes in coordination with the Ministry of Electronics and Information Technology.

Under the plan, each department has been assigned specific AI-driven projects along with designated officers, technical partners and supervisory authorities.

The Public Works Department will implement “Land, Asset and Infrastructure Monitoring AI” using geo-spatial AI tools based on satellite and drone data to monitor roads, water systems, encroachments and infrastructure damage.

The Department of Public Grievances will introduce an AI-enabled grievance redressal system using Natural Language Processing (NLP)-based analytics on the CPGRAMS platform to automatically classify complaints, identify priority cases, track delays and recommend policy improvements.

In the Health and Medical Education Department, AI tools will support symptom-based triage, outbreak detection, referral management and medicine demand forecasting under the “Health Triage and Disease Surveillance AI” project.

The School Education Department will implement “AI Learning Support in Education” to identify learning gaps, generate practice material and provide targeted academic support through multilingual AI models.

The Disaster Management Department will deploy predictive AI systems integrating weather, terrain, river and satellite data for early warnings related to floods, landslides and avalanches.

The Skill Development Department has been tasked with developing AI-based systems for youth employment and skill matching by linking qualifications with job roles, apprenticeships and government schemes.

Similarly, the Agriculture Production Department will use AI for crop planning, orchard management, pest and disease alerts and livestock health monitoring.

The Finance Department will introduce AI-driven financial analytics and fraud detection systems for predictive revenue analysis, expenditure optimisation, anomaly detection and improved budgeting.

The Power Development Department will implement AI-based smart energy management systems for load prediction, outage detection, grid optimisation and predictive maintenance of infrastructure.

Under the Transport Department, AI-based road safety systems will be used to identify accident causes and recommend corrective interventions related to enforcement, engineering, vehicle safety and awareness.

The government has directed all departmental groups to finalise one or two implementable AI use cases within 10 days based on existing data readiness and digital infrastructure. Pilot projects are to be rolled out within fixed timelines with emphasis on measurable improvements in service delivery, monitoring and processing efficiency.

The groups have also been instructed to ensure data privacy, security and responsible usage of AI systems while documenting solutions for future replication and scaling.

Technical support for the initiative will be provided through the upcoming Centre of Excellence and IT Park at Indian Institute of Technology Jammu and the Bhaskaracharya National Institute for Space Applications and Geo-informatics (BISAG-N).

The Information Technology Department has been designated as the nodal agency for coordination and monitoring, while periodic reviews will be conducted by the UT-Level Steering Committee to ensure timely implementation and tangible outcomes.
