Srinagar:: In a major step against cross-border narco-terror networks, the State Investigation Agency (SIA), Kashmir, on Saturday executed proclamation proceedings against an absconding accused allegedly linked to a Pakistan-based heroin smuggling and terror-financing module.
The proclamation was executed at the residence of Bilal Shabir Awan, son of Shabir Ahmad Awan, a resident of Dildar in Karnah tehsil of Kupwara district, in the presence of an Executive Magistrate and independent witnesses, in compliance with orders of the competent court.
The action stems from a case registered in January 2025 after security agencies seized a substantial quantity of heroin during a naka checking operation at Barthana in Srinagar. Initially registered at Police Station Parimpora, the investigation was later transferred to the State Investigation Agency.
According to SIA, the probe uncovered a well-organised cross-border narco-terror network that allegedly smuggled heroin from Pakistan to finance and facilitate terrorist activities in Jammu and Kashmir. Following the revelations, offences under the Unlawful Activities (Prevention) Act (UAPA) were invoked, expanding the scope of the investigation.
The agency has already filed a charge sheet against seven accused persons, who are presently facing trial before the competent court. Officials said the investigation into the larger conspiracy and its cross-border links remains in progress.
Reiterating its commitment to dismantling narco-terror networks, SIA said it will continue pursuing every legal measure to trace and apprehend absconding accused. The agency asserted that no individual involved in financing terrorism through narcotics trafficking will be allowed to evade the law, describing the latest action as part of its sustained drive to curb narco-terrorism and strengthen the ongoing Nasha Mukht Bharat Abhiyan in Jammu and Kashmir.
