SRINAGAR: The Jammu and Kashmir Transport Commissioner has issued a circular prohibiting the use of extraneous stickers, posters, and decals on vehicle windscreens and windows.
Additionally, vehicles concealing their High Security Registration Plates (HSRP) will face strict penalties as per the Central Motor Vehicles Act.
The Transport Commissioner of Jammu and Kashmir has directed all vehicle owners to remove stickers, posters, and decals from their vehicles’ front and rear windscreens and side windows. The circular emphasizes that such additions obstruct visibility and violate Rule 100 of the Central Motor Vehicles Rules (CMVR).
Whereas, it has been observed that certain extraneous stickers, posters and other decals are being found pasted or hanging on the front/rear windscreen and side windows of the vehicles thereby obstructing visibility & violating the guidelines as envisaged in Rule 100 of the Central Motor Vehicles Rules (CMVR), the circular reads.
Whereas, in the case of public transport vehicles various complaints/grievances are received through social media platform that some of these posters/stickers and write-ups contain unethical or obscene content, which are deemed unacceptable by the commuters of diverse age and faith, it added.
Whereas, it has also been observed that many vehicles are plying on the roads hiding/masking HSRP – High Security Registration Plates thus violating Section 39/192 of the Central Motor Vehicles Act (CMVA) which is a punishable offence, the circular reads.
Whereas, it has been found that such obstructions not only hinder visibility of the drivers but also violate the guidelines envisaged in Central Motor Vehicles Act & Rules made there under wherein it was clarified that vehicles must remain in their original conditions as they were registered, with no modification or tempering can be allowed without prior approval of the registering authority, it added.
Whereas, Rule 128 (6(i)) clearly reiterated that the front windscreen shall be of clear view and distortion-free, made of safety glass, and shall be of full width of the tourist vehicle, and if made in two halves, the width of the center vertical joint, inclusive of rubber glazing fitment, shall enhance the elegance of the tourist vehicle, it added.
Furthermore, the rear windscreen shall be made of safety glass or laminated safety glass and should match the windows of the vehicle, with sliding curtains provided on the rear windscreen where applicable, it reads.
Whereas, all the vehicle owners are directed to ensure that all exits including emergency exits should be clear from hindrances/unauthorized modifications in their vehicles and in any way it should not create obstruction in case of emergency, it added.
Whereas, through the medium of this circular, the stakeholders are hereby informed that no unauthorized stickers, posters, or banners except fitment of reflectors (as per Rule 104 of CMVR) shall be allowed on vehicles. Besides, all unauthorized decals, stickers, masking and posters which are pasted on vehicles shall be removed within 21 days from the issuance of this circular, failing which special enforcement drives shall be launched to ensure strict adherence to the set guidelines, the circular reads.
