‘Our forces must be ready for asymmetric warfare’

Srinagar: Lieutenant Governor Manoj Sinha on Friday said the transformation witnessed in Jammu and Kashmir over the past six years has been driven by sustained efforts to rebuild public trust, strengthen governance and adopt a zero-tolerance approach towards terrorism.

Addressing officers attending the Higher Command Course-55 from the Army War College, Mhow, at Lok Bhavan, the Lieutenant Governor said the administration has focused on restoring dignity, ensuring development and extending governance to the last mile.

“The transformation in Jammu and Kashmir over the past six years is the result of a sustained commitment to rebuilding trust, enabling citizens to lead lives of their own choosing and restoring the dignity that had long been overshadowed by instability,” he said.

Highlighting the government’s governance model, Sinha said effective administration cannot be managed from a distance and must reach every household, particularly in the remotest villages, with dedication and accountability.

The Lieutenant Governor also stressed the evolving nature of security challenges, saying the armed forces must be prepared to counter asymmetric warfare, where data analysis and algorithmic precision are becoming as crucial as conventional military operations.

Emphasising the government’s counter-terrorism strategy, Sinha said strong action has been taken with “surgical firmness” against the terror ecosystem and those sustaining terrorism in Jammu and Kashmir.

“The systematic infiltration of terrorist sympathisers into government machinery over the past 30 years was decisively dismantled, delivering an unambiguous message of zero tolerance to terror. Public money will no longer sustain those quietly subverting the nation from within,” he said.

He said the administration’s counter-terrorism strategy is based on a “whole-of-government approach” aimed at dismantling terror networks and addressing the geopolitical and geostrategic challenges confronting the region.

Lt Gen Ajay Chandpuria, Commandant of the Army War College, faculty members and senior officers of the security forces were present during the interaction.
