On day 2 of Assembly session, CM Omar to introduce new Rent Authority bill in House

Assembly to discuss food shortages, water crisis, highway blockade losses, and garbage dumping issues today

SRINAGAR: The Jammu and Kashmir Legislative Assembly is set to hold a crucial sitting on Monday, October 27, 2025, with a series of issues of public importance on its agenda.

According to the “List of Business” issued by the Assembly Secretariat, the day’s proceedings will begin at 10:00 a.m., featuring questions, announcements, and discussions on several urgent matters affecting citizens across the Union Territory.

Among the key issues scheduled for discussion are food shortages, health concerns, agricultural losses, and civic sanitation problems raised by various legislators.

National Conference MLA Mir Saifullah will call the attention of the Minister Incharge Food, Civil Supplies, and Consumer Affairs to the scarcity of food grains and rations in the remote areas of Keran and Jumgand. The legislator noted that these regions remain closed for nearly six months during winter due to heavy snowfall, worsening the crisis of essential supplies.

Nizam-ud-Din Bhat is set to highlight the outbreak of Hepatitis-A and other waterborne diseases in the Arin Block of Bandipora. He will urge the Minister Incharge Health and Medical Education to take urgent measures to prevent further loss of lives.

Raising the plight of fruit growers, Hilal Akbar Lone will call the attention of the Minister Incharge Agriculture Production to the heavy losses suffered by farmers following the recent blockade of the National Highway. He is expected to seek speedy compensation for the affected growers.

Another National Conference legislator, Qaysar Jamshaid Lone, will draw the attention of the Minister Incharge Jal Shakti to the acute shortage of potable drinking water in the Lolab constituency, which has caused severe inconvenience to residents.

BJP MLA Ranbir Singh Pathania will raise the issue of unplanned and illegal garbage dumping by Udhampur Municipality at Village Mand. The MLA will urge the Chief Minister, who also holds the Housing and Urban Development portfolio, to address the resulting stench, diseases, and environmental degradation along the Jammu-Srinagar National Highway.

The House will also see the presentation of the Report of the House Committee on Salary and Allowances of Members of the Legislative Assembly, with recommendations for revisions, including pensionary benefits for former legislators.

Additionally, Chief Minister Omar Abdullah is scheduled to introduce a new bill titled “The Rent Authority Bill, 2025”, aimed at regulating the renting of premises, protecting the rights of landlords and tenants, and ensuring speedy resolution of related disputes.

The day’s business, as per the circular issued by Assembly Secretary Manoj Kumar Pandit, is expected to trigger detailed deliberations on several pressing issues facing Jammu and Kashmir’s rural and urban communities alike.
