Chief Secretary Orders Fast-Tracking of Major Rural Development Initiatives

Chief Secretary Atal Dulloo today chaired a comprehensive review meeting of the Rural Development and Panchayati Raj (RD&PR) Department to assess the progress of key rural development programs across Jammu and Kashmir. The meeting focused on flagship schemes including Pradhan Mantri Awaas Yojana-Gramin (PMAY-G), Swachh Bharat Mission-Gramin (SBM-G), and the Himayat placement-linked skill training initiative under DDU-GKY.

At the outset, the Chief Secretary instructed the department to adopt a mission-mode approach to ensure timely completion of all pending PMAY-G houses and expedite the rollout of new placement plans under Himayat. He emphasized the need for continuous monitoring, data-driven progress tracking, and strict adherence to timelines to maximize the impact of rural development interventions.

Progress Highlights:

  1. PMAY-G: Jammu & Kashmir has achieved 95% completion of its sanctioned housing target. Out of 3,34,718 houses, 3,18,542 have been completed. The remaining 16,176 houses are under various stages of construction and are targeted for completion by December 31, 2025. An expenditure of ₹35.08 crore has been earmarked for this phase.
  2. PMAY-G 2.0: Over 5 lakh household surveys have been conducted to identify new beneficiaries. Additionally, 5,061 houses have been approved under a special project for families affected by natural calamities. Registration for this initiative will conclude on October 31, 2025.
  3. SBM-G: The Union Territory is on track to achieve 100% ODF+ Model status. Of 6,216 villages, 6,115 have already been declared ODF+ Model (98.38% coverage). The remaining 69 villages are expected to be certified by mid-November 2025. Verification is progressing steadily, with 5,409 villages completing the first round.
  4. Sanitation Infrastructure: Under the Annual Implementation Plan (AIP) 2025–26, the department has completed 738 Community Sanitary Complexes (CSCs) and 1,905 Community Soak Pits. Key sanitation policies, including the Operation & Maintenance Policy for Solid and Liquid Waste Management and the Fecal Sludge Management Policy, are under formulation.
  5. Himayat (DDU-GKY): To date, 35,682 candidates have been trained, with 14,734 placed in various sectors. The scheme has incurred a cumulative expenditure of ₹318.80 crore. Under the revamped DDU-GKY 2.0, ₹37.64 crore has been approved, and 68 project proposals have been received. A Pre-PAC meeting is scheduled for early November to finalize project sanctions.
  6. Outreach Initiatives: During the Seva Parv placement drive, over 125 offer letters were issued. A Counselling-cum-Call Centre has been established in collaboration with IIT Jammu to enhance post-placement support.

Concluding the review, Chief Secretary Dulloo directed all departmental heads to maintain strict timelines, ensure real-time monitoring, and adopt accountability-driven implementation mechanisms. He reiterated that the primary goal of these initiatives is to deliver tangible benefits to rural citizens and strengthen grassroots governance through efficient, transparent, and people-centric development.
