RTI reveals Omar’s informal meet with open merit students had no follow-up

No assurance was provided during meeting to halt recruitment processes in J&K, CM’s secretariat responded

SRINAGAR: In a startling revelation, a Right to Information (RTI) response has uncovered that Jammu and Kashmir Chief Minister Omar Abdullah’s meeting with Open Merit/Unreserved Category students in December 2024 was entirely informal, with no official minutes, records, or follow-up actions documented.

The RTI, filed by the Jammu and Kashmir Students Association, sought clarity on discussions around recruitment processes and educational policies but was met with vague responses, raising serious questions about transparency and accountability in the administration. The absence of any formal documentation has left students and stakeholders questioning whether their concerns were ever taken seriously.

In December 2024, Jammu and Kashmir Chief Minister Omar Abdullah met with students from the Open Merit/Unreserved Category following an issue over the reservation. The meeting was held at a protest led by Member of Parliament Srinagar Aga Syed Ruhullah Mehdi was staged outside the residence of Chief Minister Omar Abdullah at Gupkar Srinagar.

The RTI application, filed by the Jammu and Kashmir Students Association, sought detailed information about the meeting, including minutes, agendas, and any follow-up actions. However, the Chief Minister’s Secretariat has confirmed that no official records were maintained, raising questions about transparency and accountability.

According to the RTI response, the meeting was informal, and no minutes were recorded. The response stated, “A delegation was allowed to meet HCM informally, hence minutes were not recorded.” This lack of documentation has left students and stakeholders in the dark about the discussions and any commitments made during the meeting.

The RTI application also sought clarification on whether the meeting was formal or informal and whether any government officials were present.

The response confirmed that the meeting was informal and that no officials from the Jammu & Kashmir administration, including administrative officers or department heads, were in attendance. Additionally, there were no records of correspondence, emails, or official communication related to the planning or execution of the meeting.

One of the key concerns raised by the students was whether Chief Minister Omar Abdullah had given any assurance to halt recruitment processes in Jammu & Kashmir until the final version and report of a subcommittee were submitted. The RTI response stated that no such assurance was provided during the meeting.

The RTI application also inquired about the appointment of a Chairperson for the subcommittee, specifically whether Education Minister Sakina Itoo had been designated for the role. The response indicated that this information did not pertain to the Chief Minister’s Secretariat and had been forwarded to the General Administration Department (GAD) under Section 6(3) of the RTI Act, 2005.

The lack of official records and transparency surrounding the meeting has sparked concerns among students and advocacy groups. “If the meeting was informal and no records were kept, how can we be sure that our concerns were taken seriously?” asked a representative from the Jammu and Kashmir Students Association. “We need transparency and accountability, especially when it comes to issues that affect our future.”
