J&K reconstitutes panel to expedite overRs 5cr projects

Jammu:The Jammu and Kashmir Government has reconstituted the Union Territory Project Monitoring Group (UT PMG) to facilitate coordinated monitoring of major infrastructure and investment projects and ensure faster resolution of issues affecting their implementation.

The decision was issued through Government Order No. 1373-JK(GAD) of 2026 dated August 7, 2026, by the General Administration Department, superseding the earlier order issued in 2022.

The UT PMG has been constituted for monitoring infrastructure and other investment projects having a threshold cost of ₹5 crore and above, in accordance with the framework and operational guidelines issued by the Department for Promotion of Industry and Internal Trade (DPIIT), Government of India.

The committee will be headed by the Chief Secretary, J&K, as Chairman, with Administrative Secretaries of various key departments as members. The panel includes senior officials from departments including Jal Shakti, Finance, Public Works, Information Technology, Housing and Urban Development, Health and Medical Education, Industries and Commerce, School Education, Higher Education and Social Welfare, among others.

The government has also empowered the committee to co-opt any Administrative Secretary or District Development Commissioner as a member whenever required for effective functioning.

The reconstituted UT PMG will review and monitor issues related to major projects, schemes and programmes uploaded on the PMG Portal and facilitate resolution of inter-departmental and project-specific bottlenecks affecting timely execution.

The group will coordinate with Central Ministries, DPIIT, Administrative Departments, District Administrations and project proponents to ensure speedy resolution of pending issues. It will also periodically review project progress, assess implementation status and recommend measures to remove systemic, procedural and policy-related hurdles.

The Planning, Development & Monitoring Department (PD&MD) has been designated as the nodal department for coordination, implementation and operationalisation of the UT PMG Portal.

As the nodal agency, PD&MD will coordinate with DPIIT and other stakeholders, monitor projects registered on the portal, organise UT PMG meetings, maintain reporting mechanisms and ensure follow-up of decisions taken during reviews.

The government move is aimed at improving inter-departmental coordination, strengthening project monitoring and accelerating infrastructure development and investment projects across Jammu and Kashmir.
