Jammu: The Jammu and Kashmir Government has constituted two separate Technical Appraisal Committees (TACs) to evaluate key technology-driven projects, including the adoption of Artificial Intelligence (AI) in Anti-Corruption Bureau (ACB) investigations and the implementation of Classroom Digital Boards in schools.
According to Government Orders No. 423-JK(GAD) and 424-JK(GAD) of 2026, both dated March 20 and issued by the General Administration Department, the committees have been formed in terms of S.O. 227 dated July 9, 2021 of the Finance Department.
For the AI-based ACB project, the committee will examine the feasibility of integrating Artificial Intelligence into investigative operations to enhance efficiency and transparency. The panel is chaired by the Chief Executive Officer, JaKeGA, and includes the State Informatics Officer, National Informatics Centre (NIC), J&K; Prof. Majid Zaman from the University of Kashmir; Dr. Shabir Ahmad Sofi of NIT Srinagar; and Dr. Mrinmoy Bhattacharjee of IIT Jammu.
The Under Secretary, Information Technology Department, will serve as Member Secretary, while the AIG (Administration), ACB Headquarters, J&K, will act as the Single Point of Contact (SPOC).
In a parallel move, another TAC has been constituted to vet the specifications and Detailed Project Report (DPR) for the Classroom Digital Board project aimed at strengthening digital infrastructure in the education sector. This committee is also headed by the CEO, JaKeGA, with members including the State Informatics Officer, NIC J&K, and representatives from IIT Jammu and NIT Srinagar.
The Under Secretary, Information Technology Department, will function as Member-Convener, while the Additional Secretary, School Education Department, will be the SPOC.
Both committees have been mandated to submit their reports to the Information Technology Department within 45 days.
They will comprehensively examine the DPRs covering technical, financial, administrative, legal and operational aspects.
The panels will also assess whether project objectives, scope, timelines and deliverables are clearly defined and aligned with policy frameworks. Additionally, they will scrutinize technical architecture, design standards, interoperability, scalability, security provisions and sustainability aspects to ensure adherence to government norms.
The move reflects the government’s push towards leveraging advanced technologies in governance—aimed at strengthening anti-corruption mechanisms and modernizing the education sector through digital initiatives.
