Srinagar: The Jammu and Kashmir Government has notified separate recruitment rules for the Jammu Municipal Corporation (JMC), creating a comprehensive service framework for both Gazetted and Subordinate cadres.
The notifications, issued by the Housing and Urban Development Department under S.O. 168 and S.O. 169, lay down the structure, strength, eligibility criteria and mode of recruitment for thousands of municipal posts.
The newly notified Jammu Municipal Corporation (Gazetted) Service Recruitment Rules, 2026 provide for a sanctioned strength of 96 Gazetted posts spread across administration, revenue, engineering, health and sanitation, building, accounts, legal, veterinary, transport, information technology and floriculture wings. The cadre includes posts such as Commissioner, Joint Commissioners, Executive Engineers, Assistant Executive Engineers, Revenue Officers, Health Officer, Town Planner and other senior officers.
A separate notification introduces the Jammu Municipal Corporation (Subordinate) Service Recruitment Rules, 2026, covering 2,320 subordinate posts. The cadre includes Section Officers, Desk Officers, Desk Assistants, Revenue Inspectors, Enforcement Inspectors, Sanitation Officers, Surveyors, Junior Engineers, Drivers, Garden Assistants, Gardeners, Sanitation Workers and several other categories across different municipal wings.
The rules provide that appointments shall be made through direct recruitment, promotion, deputation, or a combination of these methods, depending on the category of the post. Direct recruitment vacancies will be filled through the designated recruitment agency, while promotional posts will be filled on the recommendations of the Departmental Promotion Committee (DPC) in accordance with the prescribed eligibility conditions.
The Government has also specified detailed eligibility criteria and recruitment methods for each post in Schedule-II. Several senior Gazetted posts, including Commissioner and Joint Commissioner, will continue to be filled on deputation from the IAS, Jammu and Kashmir Administrative Service or other specified services, while a number of technical and administrative positions have been earmarked for promotion from within the municipal cadre.
For subordinate services, the rules prescribe promotional avenues for ministerial and field staff while also providing for direct recruitment to various technical and operational posts, subject to the qualifications and service conditions laid down in the schedules.
The notifications further provide that employees already holding substantive posts included in the newly constituted services shall be deemed to have been appointed under the new rules, provided they fulfil the prescribed qualifications. The rules also make reservation in appointments applicable in accordance with the Jammu and Kashmir Reservation Act and Rules, while probation, training, departmental examinations and maintenance of seniority will continue to be governed by the existing civil service regulations.
According to the notifications, the new recruitment rules come into force from the date of their publication in the Government Gazette and replace the earlier corresponding recruitment rules governing the Jammu Municipal Corporation services.
