Clarifies meter reading roles amid staff shortages

JAMMU: The government today clarified that the designated officials responsible for recording meter readings are Meter Readers. However, in cases where there is a shortage of Meter Readers, other field staff, such as Tech-IV, Tech-III, and bill distribution personnel, are temporarily assigned meter reading duties. With the installation of smart meters, the manual recording of meter readings has become obsolete.

The Minister in charge made this statement while responding to an unstarred question posed by MLA Thakur Randhir Singh regarding the designation of officials responsible for household meter readings. He further elaborated that smart meters automatically transmit meter readings to the Data Centre, and consumers are billed accordingly as per the notified tariff.

The minister also stated that readings recorded manually by Meter Readers or other staff are thoroughly cross-verified by the designated Feeder Managers and AE/AEE of the respective subdivisions. This process ensures accuracy in billing, aligning with prescribed mandates and existing norms.

Addressing consumer complaints regarding inflated electricity bills that appear disproportionate to actual consumption, the government denied any discrepancies, asserting that metered consumers are billed strictly based on actual meter readings.

Each subdivision ensures that the meter reader visits consumers’ premises monthly to record energy consumption accurately. For unmetered consumers, bills are generated based on a fixed rate determined by the sanctioned load.

However, the minister acknowledged that complaints regarding excess billing are received via multiple platforms, including grievance portals, emails, written complaints, and social media.

These complaints often involve issues such as incorrect meter readings, typographical errors in posting meter data, uncredited payments, flat-rate billing discrepancies, incorrect meter tagging, internal wiring faults, service line earth loading, smart meter communication failures, accumulated meter readings, and arrears-related disputes due to nonpayment.

“All complaints are thoroughly verified against records, and field visits are conducted whenever necessary to resolve issues. If any errors are found, they are rectified immediately. The status of received and resolved complaints is regularly reviewed at higher administrative levels to ensure prompt action,” the minister stated.

In areas where flat-rate billing is prevalent, it has been observed that consumers often consume more electricity than their sanctioned or agreed load. To address such discrepancies, load regularization or revisions are implemented systematically to align with actual consumption.

Consumers in these areas are also encouraged to install meters to enhance billing accuracy. In regions equipped with smart meters, human intervention in reading, recording, and communicating meter data has been eliminated. Consumers can now monitor their consumption and billing in real time through dedicated applications, improving transparency and customer satisfaction.

Regarding the installation of new power transformers, the government explained that prioritization is based on power demand, load growth, and technical feasibility. The placement of transformers is strategically determined at distribution network load centers, with priority given to areas where existing transformers have become overloaded or are expected to experience excessive load in the near future.
