Jammu: The Government of Jammu & Kashmir has constituted a High-Level Committee to monitor and enhance the functioning of Departmental Promotion Committees (DPCs) across all administrative departments in the Union Territory.
As per government Order No. 107-JK(GAD) of 2025, dated January 20, 2025, the initiative, aimed at streamlining career progression and addressing issues of stagnation.
The committee will be chaired by Shri Shantmanu, IAS, Financial Commissioner (Additional Chief Secretary) of the Higher Education Department. It includes prominent members such as Shri Shaleen Kabra, IAS, Financial Commissioner of the Jal Shakti Department; Shri Santosh D. Vaidya, IAS, Principal Secretary to the Government, Finance Department; Shri M. Raju, IAS, Commissioner/Secretary to the Government, General Administration Department; and Shri Achal Sethi, Secretary, Department of Law, Justice & Parliamentary Affairs.
The committee’s mandate includes ensuring timely DPC meetings, addressing issues of stagnation by creating structured career progression plans, and filling promotional vacancies promptly to eliminate ad-hoc arrangements or additional charge assignments. It will work closely with various departments, ensuring decisions are documented and implemented effectively, with progress reports submitted to the General Administration Department for further appraisal.
This move underscores the government’s commitment to enhancing transparency and efficiency in employee promotions, ultimately improving the overall administrative framework in Jammu & Kashmir.
