Jammu: The Government of Jammu and Kashmir has issued a circular emphasizing the mandatory online submission of Immovable Property Returns (IPR) by Indian Administrative Service (IAS) officers by January 31, 2025. The directive aligns with the guidelines issued by the Department of Personnel & Training (DoPT), Ministry of Personnel, Public Grievances, and Pensions, Government of India.
The circular, issued by the General Administration Department (GAD) under Circular No. 01-JK(GAD) of 2025, reiterates Rule 16(2) of the All India Services (Conduct) Rules, 1968, which mandates all IAS officers to submit their IPRs annually. Non-compliance with this rule may lead to disciplinary proceedings. Moreover, as per the amended Rule 3(1) of IAS (Pay) Rules, 2016, timely submission of IPRs is a prerequisite for consideration for appointments to higher pay levels in the pay matrix.
The GAD highlighted that since January 1, 2017, an online module has been operational for filing IPRs electronically. Officers are required to submit their IPRs through this portal, either by filling out the form online or by uploading a scanned copy of the manually completed document. However, manual submission of IPRs without uploading them on the portal is not permissible.
The portal for filing IPRs for the preceding year will remain open until January 31, 2025, after which it will close automatically. Any delay in filing may lead to denial of vigilance clearance, as per DoPT instructions.
IAS officers serving in the Union Territory of Jammu and Kashmir have been urged to adhere to these instructions strictly. The detailed guidelines are available on the official GAD website (www.jkgad.nic.in).
The circular was issued by Commissioner/Secretary to the Government, M. Raju, IAS, and a copy has been shared with all concerned officers, including the Private Secretaries to the Hon’ble Chief Minister and Deputy Chief Minister of Jammu and Kashmir.
