J&K receives ₹3,026 Cr NHM support since FY24; 7 GMCs expand PG courses

Jammu: Jammu and Kashmir has received more than ₹3,026 crore from the Central Government under the National Health Mission (NHM) since 2023-24 for strengthening healthcare services, while the Union Territory has simultaneously expanded postgraduate medical education with seven government medical institutions now offering MD, MS and M.Ch programmes in over 20 specialities.

The details were shared by the Union Ministry of Health and Family Welfare in the Lok Sabha, highlighting both the Centre’s financial support for healthcare infrastructure and the growing availability of specialist medical education within Jammu and Kashmir.

Replying to a starred question in the Lok Sabha, Union Health Minister Jagat Prakash Nadda said that public health and hospitals fall under the State List and the primary responsibility for strengthening healthcare systems rests with States and Union Territories.

However, he said the Centre provides financial assistance under the National Health Mission based on annual Programme Implementation Plans submitted by States and UTs.

According to the Ministry, Jammu and Kashmir received ₹805.22 crore during 2023-24, ₹1,040.76 crore in 2024-25, ₹1,017.14 crore in 2025-26 and ₹163.53 crore during 2026-27 (up to July 13), taking the total Central release under NHM to ₹3,026.65 crore.

During the same period, expenditure under the mission reached ₹3,322.57 crore, including ₹956.95 crore in 2023-24, ₹1,110.30 crore in 2024-25, ₹1,180.71 crore in 2025-26 and ₹74.61 crore during 2026-27 (up to May 31).

The Ministry further informed Parliament that healthcare infrastructure is also being strengthened through other Central initiatives. Across the country, projects worth ₹32,961.10 crore have been approved under the Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM), while ₹59,811.80 crore has been released to States and Union Territories under the Fifteenth Finance Commission Health Grants.

Parallel to these investments, Jammu and Kashmir has significantly expanded postgraduate medical education, with seven government medical institutions now offering advanced medical training across a broad spectrum of clinical, para-clinical and super-speciality disciplines.

The institutions include Government Medical College Jammu, Government Medical College Srinagar, Sher-i-Kashmir Institute of Medical Sciences (SKIMS), Srinagar, Government Medical College Anantnag, Government Medical College Baramulla, Government Medical College Kathua, and Government Medical College Rajouri.

The postgraduate programmes cover more than 20 disciplines, including General Medicine, General Surgery, Paediatrics, Anaesthesiology, Radio Diagnosis, Pathology, Psychiatry, Dermatology, Respiratory Medicine, Community Medicine, Pharmacology, Physiology, Biochemistry, Microbiology, Radiotherapy, Ophthalmology, Orthopaedics, Obstetrics and Gynaecology, Otorhinolaryngology (ENT), and Anatomy.

In addition to MD and MS courses, several institutions now offer M.Ch super-speciality programmes in Urology, Neurosurgery, Paediatric Surgery, Plastic and Reconstructive Surgery, Endocrine Surgery, Surgical Gastroenterology, Gynaecological Oncology, and Cardiovascular and Thoracic Surgery.

Among the institutions, GMC Jammu, GMC Srinagar, and SKIMS Srinagar have the widest range of postgraduate and super-speciality programmes, while the newer medical colleges at Kathua, Anantnag, Baramulla and Rajouri are steadily expanding specialist training in key disciplines.

The postgraduate programmes are being offered through the national postgraduate medical admission process and are expected to strengthen specialist healthcare services by producing more trained medical professionals within Jammu and Kashmir.

The Ministry noted that NHM releases for the current financial year are provisional up to July 13, 2026, while expenditure figures are based on Financial Monitoring Reports received up to May 31, 2026.
