Survey, design, and DPR preparation underway; MoRTH clears action plan for 2025–26

SRINAGAR: The Jammu and Kashmir government on Thursday informed the Legislative Assembly that the proposed four-lane flyover from Lal Chowk to Parimpora Junction, spanning around 7 kilometres and costing ₹700 crore, is among the 19 major infrastructure projects approved for the Union Territory under the Ministry of Road Transport and Highways’ (MoRTH) 2025–26 action plan.
The information was shared by the Minister in-charge of the Public Works (R&B) Department in response to Unstarred Question No. 314 raised by MLA Tariq Hameed Karra.
The minister said the survey and design work for the project is currently underway, while preparation of the Detailed Project Report (DPR) and other technical investigations are in progress.
As per the department’s reply, MoRTH, in its meeting held on June 19, 2025, approved the action plan for the financial year 2025–26, which includes 19 national highway projects for Jammu and Kashmir. Among them is the “four-lane flyover from Lal Chowk to Parimpora Junction on NH-1 in Srinagar City,” aimed at easing congestion along one of the busiest traffic corridors of the capital.
The department further stated that a topographical survey and geotechnical investigation, including Automatic Traffic Counter and Classifier (ATCC) studies at key intersections, are currently being carried out across the proposed stretch. The final alignment, plan, and profile (P&P) of the flyover are also under preparation.
“The draft copy shall be submitted to the Ministry for approval as per prerequisites, so that the structural design, including the plan and profile, is finalised and submitted to the Ministry for sanction before the work is tendered and taken up for execution,” the department informed.
