Retd.doctor’s Rs 79 lakh excess pay under probe

Srinagar: The Jammu and Kashmir Government has ordered an inquiry into the alleged excess drawal of ₹79.13 lakh in pay and allowances by a retired physician, following an incorrect entry in his official service records that extended his service period beyond the actual date of superannuation.

As per Government Order No. 600-JK(HME) of 2026 dated August 3, the Health and Medical Education Department has constituted a three-member Fact-Finding Committee to examine the circumstances leading to the excess payment made to Dr Abdul Ghani Bhat, Retd. Physician.

According to the order, Dr Bhat’s date of superannuation was mistakenly recorded as February 28, 2018, instead of his actual retirement date of February 28, 2013. Due to the incorrect entry, he continued to receive pay and allowances for the period from March 1, 2013 to October 30, 2017.

The excess amount drawn during this period has been assessed at ₹79,13,762, subject to final determination of liability, the department said.

The Fact-Finding Committee has been tasked with examining the records to ascertain how the incorrect date of retirement was entered, identify the officials responsible for the lapse and recommend further action as per rules.

The committee will be headed by Suhail Hussain Tantray, Additional Secretary (Law), Directorate of Health Services, Kashmir. Aaliya Iftikhar, Chief Accounts Officer, and Ashiq Hussain, Assistant Accounts Officer, both from the Directorate of Health Services, Kashmir, have been appointed as members.

The panel has been directed to scrutinise all relevant service and financial records and provide an opportunity of hearing to all concerned before reaching its conclusions.

It will also examine whether any procedural or administrative lapses contributed to the continuation of payment beyond the actual retirement date and fix responsibility wherever required.

The committee has been asked to submit its detailed report, along with specific findings and recommendations, to the Administrative Department within 30 days from the date of issuance of the order.
