Srinagar: The Union Ministry of Home Affairs has called for faster implementation of Centrally Sponsored Schemes and development projects across Jammu and Kashmir, with emphasis on inter-departmental coordination, optimal utilisation of funds and timely resolution of implementation bottlenecks.
Additional Secretary (Foreigners & UT), MHA, Nitesh Vyas, and Chief Secretary Atal Dulloo jointly chaired a high-level meeting at SKICC here on Saturday to review the progress of various Centrally Sponsored Schemes (CSS), flagship programmes and ongoing developmental projects across the Union Territory.
During the meeting, Vyas stressed the need for timely execution and effective monitoring of CSS and flagship programmes, besides closer coordination between J&K departments, implementing agencies and the concerned Union ministries.
He called for identifying implementation bottlenecks at an early stage and ensuring their timely resolution so that the intended benefits of government schemes reach beneficiaries effectively.
Chief Secretary Atal Dulloo directed departments to adopt a focused and outcome-oriented approach towards implementation, with priority to time-bound completion of projects, effective utilisation of funds and saturation of eligible beneficiaries.
He also stressed regular field-level monitoring and periodic assessment of outcomes to identify gaps and undertake corrective measures.
Additional Chief Secretary, Jal Shakti, Shaleen Kabra; ACS, Power Development Department, Ashwani Kumar; Principal Secretary, Home, Chandraker Bharti; administrative secretaries and senior officers of various departments attended the meeting.
A detailed review was conducted of major centrally sponsored schemes and development initiatives covering education, skilling, power, digital connectivity, social security, health, housing, tourism, fisheries, sanitation and drinking water.
Under education, the meeting reviewed Samagra Shiksha and PM SHRI Schools, including phase-wise selection, infrastructure status and comparative assessment of schools. Progress under the Pradhan Mantri Kaushal Vikas Yojana and preparedness for PM-SETU were also discussed.
The power sector review covered PM Surya Ghar-Muft Bijli Yojana, rooftop solar installations at households and solarisation of government buildings, besides smart metering, power infrastructure augmentation and projects under the Revamped Distribution Sector Scheme.
Progress under BharatNet Phase-III was also reviewed, with focus on strengthening digital connectivity and expanding broadband infrastructure.
The meeting reviewed social security schemes including Pradhan Mantri Jan Dhan Yojana, Pradhan Mantri Jeevan Jyoti Bima Yojana and Pradhan Mantri Matru Vandana Yojana, along with POSHAN 2.0 and Saksham Anganwadi indicators.
Urban development initiatives under AMRUT 2.0, PMAY-Urban and Swachh Bharat Mission-Urban were also assessed, while the health sector review covered Ayushman Bharat Digital Health, Ayushman Arogya Mandirs, PM-JAY, National Health Mission, TB Mukt Bharat and the National AYUSH Mission.
The meeting further reviewed PMAY-Gramin, Swadesh Darshan 2.0, PRASHAD, green mobility initiatives, FAME, PM-eBus, civil aviation infrastructure and IIPDF projects.
Progress under PMMSY and FIDF was also examined, with focus on fisheries infrastructure, production, post-harvest management, market linkages and livelihood opportunities.
The review additionally covered Swachh Bharat Mission-Gramin and Jal Jeevan Mission, focusing on sanitation, waste management, functional household tap connections, water quality monitoring and sustainability of drinking water sources.
Development of inland waterways and water transport infrastructure was also discussed, including the potential for terminals, jetties and navigational facilities to improve passenger and goods connectivity.
Later, the Chief Secretary and Additional Secretary MHA held a separate meeting to review the implementation of the New Criminal Laws and the new legal framework relating to immigration and foreigners management across Jammu and Kashmir.
