Srinagar: The Jammu and Kashmir Government has ordered the rollout of two digital modules on the Jammu and Kashmir Budget Estimation, Allocation and Monitoring System (JK BEAMS) to streamline the processing of administrative and financial sanctions and facilitate the timely reallocation and surrender of budgetary funds.
According to Government Order No. 310-F of 2026, issued by the Finance Department’s Budget Division, the e-Sanction Module and the Re-appropriation and Surrender Module will be implemented across all administrative departments, controlling officers, heads of departments, drawing and disbursing officers (DDOs) and other concerned authorities in Jammu and Kashmir.
The order states that both modules have been developed and are technically complete in JK BEAMS, paving the way for their operationalisation across government departments.
Under the new arrangement, administrative and financial sanctions covered by the e-Sanction Module will be prepared, processed, approved and issued through a prescribed digital workflow. The sanctions will also be digitally signed by the competent authority, in accordance with the established hierarchy.
The government has also directed departments and other concerned authorities to process proposals for budgetary re-appropriation and surrender through the designated online module, strictly in accordance with applicable financial rules and delegated powers.
The order emphasises that anticipated savings must be surrendered and funds reallocated in a timely manner to ensure better utilisation of budgetary provisions.
It further provides for online visibility of the status of sanctions and re-appropriation and surrender proposals for the concerned authorities. Digital records of these cases will be maintained for monitoring, verification and audit purposes.
The Finance Department’s Budget Division will provide technical support for the rollout of both modules, with the stated objective of reducing dependence on physical files and manual processing while establishing a proper digital workflow and audit trail.
The initiative has been undertaken with reference to the 2026-27 guidelines issued by the Union Ministry of Finance under the Special Assistance to States for Capital Investment (SASCI) framework, specifically Part IV concerning the strengthening of public finance information technology infrastructure in states.
The order, signed by Financial Commissioner (Additional Chief Secretary) Shailendra Kumar, directs all concerned departments and authorities to follow the prescribed digital procedures from the date of rollout. The move is aimed at bringing sanction-related procedures and budget adjustments onto a common digital platform, enabling improved monitoring and record-keeping across government departments.
