Govt sets up technical panel to vet eOffice 2.0 rollout in  tehsils, blocks

Jammu: In a significant step towards expanding digital governance, the Jammu and Kashmir Government has constituted a Technical Appraisal Committee (TAC) to scrutinise and vet the specifications for the ambitious eOffice 2.0 project, which aims to extend the paperless office system to the tehsil and block levels across all districts of the Union Territory.

As per the orderissued by Commissioner/Secretary to the Government, M. Raju, the committee has been constituted under Government Order No. 1258-JK(GAD) of 2026, issued by the General Administration Department (GAD), in accordance with the provisions of S.O. 227 dated July 9, 2021, read with S.O. 154 dated June 3, 2026 issued by the Finance Department.

The move is aimed at ensuring that the project is technically robust, financially viable and fully compliant with government standards before its implementation.

According to the order, the Chief Executive Officer, Jammu and Kashmir e-Governance Agency (JaKeGA) will head the committee as Chairperson. Other members include the State Informatics Officer, National Informatics Centre (NIC), J&K, the Director Incharge, NIELIT J&K, one representative each from IIT Jammu and NIT Srinagar to be nominated by their respective Directors, while the Under Secretary to the Government, Information Technology Department, will serve as the Member-Convener.

The committee has been directed to submit its report to the Information Technology Department within 45 days from the date of issuance of the government order.

The Member-Convener has been tasked with coordinating meetings of the committee and ensuring the timely appraisal and vetting of all project documents.

Wide-Ranging Terms of Reference

The government has assigned the committee a comprehensive mandate to examine every aspect of the proposed project before implementation.

The committee will review the project’s technical specifications, financial feasibility, administrative framework, legal compliance and operational requirements to ensure that the project is implementation-ready.

It will also assess whether the objectives, scope, deliverables, timelines and expected outcomes of the project are clearly defined, practical and aligned with the government’s approved policy framework.

In addition, the committee has been asked to scrutinise the proposed technical architecture, system design, interoperability, scalability, cybersecurity measures, sustainability features and technology standards, ensuring that the eOffice platform conforms to prevailing government norms and digital governance standards.

The panel will also verify compliance with all applicable government rules, procedures and guidelines before submitting its recommendations.

Boost to Digital Governance

The proposed eOffice 2.0 project is expected to significantly expand the digital governance framework in Jammu and Kashmir by taking paperless administration beyond the Civil Secretariat and district headquarters to tehsil and block-level offices.

Officials said the initiative is aimed at improving administrative efficiency, reducing paperwork, enhancing transparency, enabling faster disposal of official files and strengthening citizen-centric governance through greater digitisation of government functioning.

The government has said the committee’s recommendations will form the basis for finalising the project’s specifications before it moves to the implementation stage.
