SRINAGAR: The Jammu and Kashmir government has taken a decisive step toward fully digitizing its administrative operations with the rollout of e-Office 2.0 across all levels of governance, including Tehsil and Block offices.
The initiative, mandated through Circular No. 13-JK(GAD) of 2025, seeks to replace manual file processing with a streamlined, paperless system, marking a significant leap in the Union Territory’s e-governance efforts.
The move comes in compliance with Government Order No. 30-JK(ITD) of 2025, issued by the Information Technology Department on April 16, 2025, which established specialized teams at the state, divisional, and district levels to oversee the expansion of e-Office. The overarching goal is to enhance operational efficiency, ensure transparency, and minimize bureaucratic delays by digitizing file movements and decision-making processes.
Under the directive, District Development Commissioners (DDCs) have been entrusted with pivotal responsibilities to ensure the successful adoption of e-Office 2.0. Their tasks include compiling comprehensive data on existing IT infrastructure, such as computers, printers, and scanners, along with details of internet connectivity through NICNET, SWAN, BharatNet, or private ISPs. Offices must also confirm whether they have already transitioned to the e-Office platform.
Additionally, DDCs are required to gather employee-related information, including lists of officers and staff who need official email IDs, Employee Master Details for user mapping, and specifications of file heads to be integrated into the system. The directive also covers the need for VPN access to facilitate secure use of e-Office outside the NICNET environment. All collected data must be submitted in soft copy format (XLS or XLSX) to the designated email address [email protected] for further processing by the relevant teams.
To build institutional capacity, each district has been instructed to nominate 20 officials who will undergo specialized training to become Master Trainers. These individuals will not only oversee training programs within their respective districts but also serve as helpdesk support to address technical challenges during the transition. This measure aims to create a robust support system to ensure smooth adoption across all levels of administration.
The timeline for implementation is stringent, with DDCs directed to complete the rollout by June 15, 2025. A compliance certificate, endorsed by the District Level Team and countersigned by the Deputy Commissioner, must be submitted to the IT Department to confirm that no office or end-user has been excluded from the digitization drive.
The circular underscores the need for administrative departments and Heads of Departments (HoDs) to ensure the availability of basic IT infrastructure, including reliable leased-line internet connectivity, at Tehsil and Block-level offices. Where necessary, budgetary provisions must be made to meet these requirements.
