SRINAGAR: Two constituencies represented by Bharatiya Janata Party (BJP) MLAs in Jammu district reported zero completed works under the Constituency Development Fund (CDF) Scheme for 2025–26, while two others recorded just two completions each, according to the constituency-wise progress report.

Jammu East, represented by BJP MLA Yudhvir Sethi, and Marh, represented by Surinder Kumar, had not recorded any completed works in the figures provided. Bahu, represented by Vikram Randhawa, and Jammu West, represented by Arvind Gupta, had completed just two works each.

The figures come despite ₹475 lakh, or ₹4.75 crore, being earmarked for each constituency under the scheme.

Across the 11 constituencies listed in the Jammu district table, 1,008 works were recommended by MLAs at an estimated cost of ₹4,258.36 lakh. Of these, 602 works had been uploaded, costing ₹2,700.71 lakh, while only 92 works were listed as completed. The total earmarked allocation stood at ₹52.25 crore. These district-wide totals include all 11 entries in the original table.

Jammu East recorded 39 recommended works at an estimated cost of ₹171.45 lakh. Only 12 works were uploaded, costing ₹143.42 lakh, while the completed-works column remained at zero. The cumulative expenditure column also showed zero.

In Marh, 36 works were recommended at a cost of ₹150.90 lakh, but only 12 were uploaded, costing ₹101.50 lakh. No work was listed as completed, and the cumulative expenditure figure stood at zero.

Bahu had 63 recommended works costing ₹495.32 lakh, of which 33 were uploaded at a cost of ₹219.36 lakh. However, only two works were listed as completed, with cumulative expenditure of ₹4.41 lakh.

Jammu West recorded 52 recommended works at an estimated cost of ₹490.06 lakh. The report showed 24 uploaded works costing ₹238.98 lakh, but only two completed works. Cumulative expenditure stood at ₹24.15 lakh.

Suchetgarh, represented by BJP MLA Gharu Ram, had 87 recommended works costing ₹498 lakh. Of these, 80 works costing ₹461.58 lakh were uploaded, but only seven were listed as completed. Cumulative expenditure stood at ₹37.56 lakh.

Bishnah, represented by BJP MLA Rajeev Kumar, recorded 135 recommended works at an estimated cost of ₹427.92 lakh. The constituency had 84 uploaded works costing ₹284.15 lakh, with seven completed works and cumulative expenditure of ₹13.43 lakh.

Akhnoor, represented by BJP MLA Mohan Lal, had 62 recommended works costing ₹303.07 lakh. Of these, 24 were uploaded at a cost of ₹128.70 lakh, while four works were completed. Cumulative expenditure stood at ₹11.41 lakh.

Jammu North, represented by BJP MLA Sham Lal Sharma, recorded 89 recommended works costing ₹436.60 lakh. Sixty works costing ₹271.88 lakh were uploaded, while 34 were completed. Cumulative expenditure stood at ₹65.21 lakh, the highest among the 11 constituencies listed.

R.S. Pura-Jammu South, represented by BJP MLA Dr Narinder Singh Raina, had 150 recommended works costing ₹539.67 lakh. The report showed 134 uploaded works costing ₹424.54 lakh, with 18 completed works and cumulative expenditure of ₹58.42 lakh.

Chhamb, represented by independent MLA Satish Sharma, recorded 164 recommended works costing ₹497.52 lakh. Of these, 134 works costing ₹411.11 lakh were uploaded, while 18 were completed. Cumulative expenditure stood at ₹47.64 lakh.

The constituency-wise figures show a substantial gap between the number of works recommended, uploaded and completed in several areas. While Jammu North had the highest number of completed works at 34, Jammu East and Marh had no completions recorded in the supplied figures.

The report does not specify the reasons for the low number of completed works, the individual projects involved or the deadlines set for their execution. It also does not clarify whether pending works were delayed at the approval, tendering or implementation stage.

Nagrota went to a by-election on November 11, 2025, following the death of former BJP MLA Devender Singh Rana on October 31, 2024. BJP candidate Devyani Rana, his daughter, won the by-election by 24,647 votes, defeating Jammu and Kashmir National Panthers Party candidate Harsh Dev Singh. She secured 42,350 votes against Singh’s 17,703, while National Conference candidate Shamim Begum finished third with 10,872 votes.
