325 tablets including 95 for MLAs to enable paperless functioning

Srinagar: The Jammu and Kashmir Legislative Assembly has floated a major Government e-Marketplace (GeM) tender for the augmentation and management of its information technology infrastructure, proposing the procurement of 1,677 digital devices and related equipment as part of a comprehensive modernisation initiative.

The bid, issued by the National Informatics Centre Services Incorporated (NICSI) under the Ministry of Electronics and Information Technology, invites bids until July 1, 2026. The procurement covers a wide range of IT hardware and software, including tablet computers, all-in-one desktop PCs, high-end laptops, interactive panels, printers, scanners, networking equipment, UPS systems, office software and video conferencing infrastructure.

According to the bid document, the Assembly intends to procure 325 Samsung tablets under a Proprietary Article Certificate (PAC), comprising 230 Samsung Galaxy Tab S11 Ultra 5G devices and 95 Samsung Galaxy Tab S11 5G devices. The tablets are specified with 12 GB RAM and 256 GB internal storage and are intended for installation inside the House and official use by Members of the Legislative Assembly (MLAs).

The tender document states that the decision to procure Samsung tablets was approved by a high-level apex committee chaired by the Hon’ble Speaker of the J&K Legislative Assembly. The approval notes that Samsung devices were selected as they meet the required technical specifications, have authorised service centres in both Jammu and Srinagar, comply with quality standards and are expected to deliver reliable performance during the three-year warranty period.

Besides tablets, the procurement includes 320 all-in-one desktop computers, three high-end laptops, interactive display panels, multi-function printers, ID card printers, display panels, switches, wireless access points, UPS systems and other IT infrastructure necessary for strengthening the Assembly’s digital ecosystem.

The bid follows a two-packet evaluation process with reverse auction provisions. An earnest money deposit (EMD) of ₹20 lakh has been prescribed, while the successful bidder will also be required to furnish a performance bank guarantee in accordance with the tender conditions.

The bid document states that all equipment will be supplied to the J&K Legislative Assembly at the Civil Secretariat in Jammu within the stipulated delivery schedule. The procurement has been structured under various categories, with detailed technical specifications prescribed for each item, including operating systems, storage capacity, processor configurations, display sizes and warranty requirements.

The tender also provides for the procurement of networking infrastructure, including Layer-2 and Layer-3 switches, wireless access points, transceivers and display panels, indicating that the project extends beyond hardware replacement to strengthening the Assembly’s overall digital connectivity and communication systems. Office productivity software, digital signature certificates and video conferencing studio systems also form part of the procurement plan.

As per the bid conditions, the procurement will follow the Government’s “Make in India” and Micro and Small Enterprises (MSE) procurement policies, allowing eligible local suppliers to avail purchase preference in accordance with prevailing guidelines. Startup and MSE bidders have also been granted relaxation in experience and turnover criteria, subject to meeting the prescribed technical specifications.

A pre-bid meeting was scheduled by NICSI to address queries from prospective bidders before the submission deadline. The successful bidder will be responsible for supplying, installing and supporting the specified equipment as part of the Assembly’s IT infrastructure augmentation programme, which aims to facilitate technology-driven legislative functioning and improve digital services within the institution.
