24 JKAS officers inducted into AGMUT cadre of IAS

18 officers selected against 2019 vacancies, six against 2020

Jammu: Twenty-four Jammu and Kashmir Administrative Service (JKAS) officers have been included in the Select Lists for induction into the Indian Administrative Service (IAS) under the AGMUT cadre against promotion quota vacancies for the years 2019 and 2020.

The Select Lists of State Civil Service (SCS) officers of the J&K segment were notified by the Union Government in exercise of powers under Rule 8(1) of the IAS (Recruitment) Rules, 1954, read with the relevant provisions of the IAS (Appointment by Promotion) Regulations, 1955.

Of the 24 officers, 18 have been included in the Select List of 2019, prepared against IAS promotion quota vacancies that arose between January 1 and December 31, 2019. Another six officers figure in the Select List of 2020, prepared against vacancies that arose between January 1 and December 31, 2020.

The 2019 Select List includes Babila Rakwal, Anil Koul, Shabnam Shah Kamili, Dr Ghulam Nabi Itoo, Rachna Shama, Leela Padha, Kusum Badyal, Rajinder Singh Tara, Vivek Sharma, Tariq Hussain Ganai, Munir-ul-Islam, Mohammad Harun Malik, Nisar Ahmad Wani, Jatinder Singh, Sajjad Hussain Ganai, Anoo Malhotra, Shamim Ahmad and Nitu Gupta.

The 2020 Select List includes Prediman Krishan Bhat, Tariq Ahmad Zargar, Bhawani Rakwal, Smita Sethi and Anuradha Gupta, besides Nisar Ahmad Wani.

The notification states that Nisar Ahmad Wani has been included provisionally in both the 2019 and 2020 lists, subject to the grant of an Integrity Certificate by the Government of Jammu and Kashmir.

His inclusion in the 2020 Select List also carries a separate provision. The notification states that his name has been included in addition to the normal size of the Select List, in accordance with the second proviso to Regulation 5(5) of the IAS (Appointment by Promotion) Regulations, 1955.

The Select Lists were prepared on April 24, 2026, under Regulation 5(5) and approved on August 3, 2026, under Regulation 7(2) of the IAS (Appointment by Promotion) Regulations.

The induction is against promotion quota vacancies in the AGMUT (Arunachal Pradesh-Goa-Mizoram-Union Territories) cadre of the IAS under the State Civil Service category. The vacancies were determined by the Government of India under Regulation 5(1) of the relevant regulations in consultation with the concerned Government.

The development provides for the induction of a fresh batch of serving J&K civil service officers into the IAS through the promotion route, filling vacancies earmarked for State Civil Service officers for the two selection years.

The process is separate from direct recruitment to the IAS and is governed by the prescribed selection and promotion regulations for eligible State Civil Service officers.
