JAMMU: Jammu Police have suspended a Police Sub-Inspector and a constable and attached three Special Police Officers (SPOs) to District Police Lines following the death of Uttam Chand, a resident of RakhChakroi, who reportedly became unconscious while being questioned at Border Police Post (BPP) Chakroi in R.S. Pura.
As per an order issued by District Police Headquarters Jammu on September 9, PSI Vikram Choudhary, Incharge BPP Chakroi, and Constable Rinku Kumar (Belt No. 1650/J) have been placed under suspension with immediate effect pending inquiry. Both have been directed to report to District Police Lines, Jammu, and deposit their uniform articles.
The order, issued by SSP Jammu Joginder Singh, directs SP Rural Jammu to conduct a departmental inquiry against the suspended personnel and submit the findings to District Police Headquarters for further action. The departmental inquiry has been allotted D.E. No. 76/2026.
Separately, a preliminary inquiry has been ordered into the conduct of three SPOs—Rajesh Choudhary (1848/SPOJ), Ashwani Kumar (2038/SPOJ) and Manpreet Singh (1951/SPOJ). All three have been attached from BPP Chakroi to DPL Jammu with immediate effect.
The original inquest proceedings in the case were initiated through DDR No. 35 dated September 9, 2026, at Police Station R.S. Pura.
According to the police version issued after the incident, Uttam Chand had been called to BPP Chakroi on September 9 in connection with a complaint. Police said he suddenly became unconscious and was first taken to SDH R.S. Pura before being referred to GMC Jammu, where he later died during treatment.
The death led to protests by family members, relatives and local residents at Chakroi Chowk, who demanded an impartial probe and action against those found responsible. Protesters also sought compensation and employment for the deceased’s family.
Police officials said the circumstances surrounding the death would be examined through an impartial inquiry and responsibility would be fixed on the basis of the findings. CCTV footage and medical evidence are also expected to form part of the examination.
The latest departmental action places the conduct of the police personnel present at BPP Chakroi under scrutiny, along with the sequence of events at the post and the subsequent medical treatment of Uttam Chand.
The suspension and attachment orders have been issued pending inquiry and do not, by themselves, establish guilt against any of the personnel. Final responsibility will be determined after completion of the departmental and preliminary inquiries.
