Srinagar: The Privilege Committee of the Jammu and Kashmir Legislative Assembly has asked PDP MLA Waheed-ur-Rehman Parra to appear before it on Friday in connection with a breach of privilege case over his remarks regarding the Assembly Secretariat’s bulletin on the detention of MLA Mehraj Malik under the Public Safety Act (PSA).
The committee, headed by Justice (Retd.) Hasnain Masoodi, will examine the allegations against Parra and discuss the matter during the scheduled appearance.
Mehraj Malik was detained under the PSA on September 8, 2025. Following his detention, the Assembly Secretariat issued a bulletin informing legislators about the development.
Reacting to the bulletin, Parra had accused the Assembly Secretariat of endorsing Malik’s detention, stating that such an action amounted to an attack on democratic institutions.
“Shameful surrender. Assembly Secretariat endorsing PSA against an elected MLA is a direct assault on democracy,” Parra had posted on social media, urging the government to intervene.
The Assembly Secretariat, however, rejected the allegation, clarifying that the bulletin was issued only as a procedural requirement to inform members about the detention of an elected MLA and that the Secretariat had no role in the detention decision.
The committee is expected to seek Parra’s explanation over the remarks and examine whether they constitute a breach of privilege of the House or its Secretariat.
