CM shares letter; Netizens troll internal directive with ‘Form 420A’; ‘Permission ley kar harassment chalega’ jibes

Jammu, July 9: A letter issued by the District President of the ruling National Conference (NC) in Kishtwar, Tanvir Ahmed Kichloo has become a huge source of satire and widespread sarcasm on social media.
In the letter shared by Chief Minister Omar Abdullah on social media platform ‘X’, Kichloo directed his party officials and workers in Kishtwar “not to harass government employees” without his explicit consent and “proof.”
“All officials of NC Kishtwar are informed that without the consent of district president NC Kishtwar, no one is authorized to harass any government employees of district Kishtwar without any proof. Hope all officials will adhere to the circular,” read the letter, which drew sharp reactions and sarcastic commentary in social media.
Chief Minister, while sharing the letter with smiling emojis, added a heavy dose of sarcasm to the buzz. “Who says we are an indisciplined party? We ensure our party rank & file don’t harass government employees without permission from our senior office bearers,” Omar wrote, lacing the post with heavy sarcasm.
The unusual wording of the directive led many to interpret it as a tacit admission that harassment of government officials is otherwise routine—just needs authorization.
Senior journalist Yusuf Jameel also joined the conversation, commenting: “The difference between ‘harassment’ and ‘approach’ lies in the intention and the recipient’s reaction.”
Social media users, meanwhile, unleashed a storm of wit and criticism.
“Sir, just place your hand on your heart and honestly tell us how hard did you laugh after reading that letter?” asked one user, Tariq Wani, tagging Omar Abdullah.
Another user, Sanjay Kaul, gave a more charitable interpretation: “Language might not be perfect, but the intention is clear and sincere. It’s heartening to see someone trying to communicate important guidance despite language barriers. Urdu or Hindi would have conveyed it better, but the message still reaches the heart.”
However, the satire didn’t stop there. One popular tweet read: “Breaking News: Only ‘Authorized’ Harassment Allowed Now! Sources say new forms are being printed—Form 420A: Application for Proof-Based Harassment, and Form 420B: Request for Provisional Harassment Permit (PHP).”
Another user simply remarked, “Permission ley kar harassment chalega…(smiling emojis) Good.”
A Jammu-based youth leader of the NC, speaking on condition of anonymity, summed up the reaction by saying, “The letter was probably meant as an internal instruction, but its wording has unintentionally sparked a bigger debate about political messaging, responsibility, and how easily statements can be misinterpreted.”
