J&K to Double Hydropower Capacity with 4 New Projects: Economic Survey 2025

Jammu: Jammu and Kashmir is set to witness a major transformation in its power sector, as the region embarks on doubling its hydropower generation capacity.

According to the Economic Survey Report 2025, four new hydropower projects are under development, adding a total generation capacity of 3,014 MW. These projects include Pakal Dul (1,000 MW), Rattle-II HEP (850 MW), Kiru (624 MW), and Kwar (540 MW).

J&K has an estimated hydropower potential of 18,000 MW, out of which 14,867 MW has been identified. However, only 3,540.15 MW, which accounts for 23.81% of the identified capacity, has been harnessed so far.

This includes 1,197.4 MW in the State Sector, 2,250 MW in the Central Sector managed by NHPC, and 92.75 MW under Independent Power Producers (IPPs). NHPC currently operates six projects with a total capacity of 2,250 MW, while JKPDC oversees 13 projects generating 1,197.40 MW. Additionally, Independent Power Producers (JKSPDC + JAKEDA) manage 12 projects with a combined capacity of 92.75 MW.

The government has made substantial progress in expanding the power transmission and distribution network. As of November 2024, the transmission and distribution capacity reached 32,762.49 MVA, with an electric line network extending 1,66,633.44 Ckm. Over the last five years, the transmission and distribution capacity increased by more than 35%, ensuring a more stable and efficient power supply.

Between 2020-21 and 2023-24, electricity consumption in J&K increased significantly, reflecting the region’s growing energy demands. Per capita consumption rose from 1,322 KWHr to 1,532 KWHr, while the population increased from 13.41 million to 13.70 million.

Power consumption surged from 17,721.76 million units to 20,985.70 million units over the period. At present, around 23.65 lakh consumers across various categories are connected to the electricity grid in J&K.

To enhance efficiency and reduce losses, the government has ramped up the installation of smart meters across the Union Territory. So far, 6.40 lakh smart meters have been installed, with an additional 14.07 lakh smart meters set to be deployed. The renewable energy sector is also advancing, particularly focusing on solar and small hydro projects. The Jammu and Kashmir Energy Development Agency (JaKEDA) has allocated 35 Mini Hydel Projects (MHPs) with a capacity of 103.05 MW under the Independent Power Producer (IPP) mode. Notable projects that have been commissioned include the 5 MW SHP Bultikulan and the 3.75 MW SHP Khari.

The government’s vision is to ensure 24×7 affordable and reliable power supply by optimizing power generation and enhancing transmission and distribution infrastructure. With the ongoing hydropower projects and the push towards renewable energy, J&K is not only aiming to meet local demand but also export excess power, contributing to revenue generation and economic growth. As highlighted in the Economic Survey 2025, J&K is on a transformative path toward becoming a self-reliant energy hub, leveraging its vast hydropower potential for sustainable development.
