2 nodal officers designated for effective rollout of portal

SRINAGAR: From now on, all Medico-Legal Reports and Post-mortem Reports shall be processed and issued through the MedleaPR (https://medleapr.jk.gov.in) portal, which is hosted at the State Data Centre J&K.

The Health and Medical Education Department informed that it will implement MedLeaPR (Medico-Legal Reports & Post-mortem Reports) in the Union Territory of J&K.

As per Government Order No. 22-JK (HME) of 2025 dated 10- 01-2025, the Medico Legal Manual submitted by the inter-departmental Committee consisting of members from Health, Law and Home Department (Police, Prosecution and Forensic) constituted by General Administration Department vide Government Order No. 1628-JK(GAD) of 2024 dated 11.09.2024, has been notified with further directions that the Medico-Legal Reports and Post-mortem Reports shall henceforth be issued through JK MedleaPR Portal in addition to regular modes currently in place in the UT of J&K.

A dedicated portal has been created for the purpose, which, after security clearance, is now Go-Live at https://medleapr.jk.gov.in.

The doctors who have to give MLRs and PMRs are already registered on the MedleaPR Portal, besides, there are 160 master trainers who have been imparted training in every medical Institute/ Districts. Moreover, every institute/District has designated MedleaPR Nodal Officer, and Dr Azia Manzoor Bhat, Assistant Professor, Department of Forensic Medicine and Taxicology, Government Medical College, Anantnag, has been nominated as the overall Incharge and single point of contact. (vide Government order no. 390-JK(HME) of 2024 dated 20.06.2024 & Government order no. 450-JK(HME) of 2024 dated 08.07.2024).

Now therefore it is ordered as under:- From now onwards all Medico-Legal Reports and Post-mortem Reports shall be processed and issued through MedleaPR (https://medleapr.jk.gov.in) portal hosted at State Data Centre J&K.

In exceptional and urgent situation where technical issues prevent online reports (the reasons to be recorded in writing on the report itself), the Medico-Legal Reports and Post -mortem Reports may be issued through offline mode, however the report so issued shall also be registered online post facto on the portal as soon as possible.

To ensure effective rollout and streamline execution of the MedleaPR initiative across J&K, the following Officers are hereby designated as Nodal Officers for the respective Divisions.

Dr. Arslan F Rashid (Prof. & Head), Department of Forensic Medicine and Toxicology, Government Medical College Srinagar, has been appointed the Nodal Officer for the Jammu Division. Dr. Azia Manzoor Bhat, Assistant Professor, Department of Forensic Medicine and Toxicology, Government Medical College Anantnag, has been appointed the Nodal Officer for the Kashmir Division.

Both the Nodal Officers shall coordinate with relevant stakeholders (liaise with doctors for consistent usage) to facilitate seamless implementation of the MedleaPR platform.

Monitor and evaluate the progress of the project in their respective divisions, address issues faced by the doctors while using the portal. Address operational challenges and ensure timely resolution of the issues that may arise during implementation. Monitor and support the 160 trained master trainers, Ensure compliance that all MLRs & PMRs are entered online and to ensure that offline reports (if issued) are uploaded post-facto basis.

Provide regular updates and feedback to the Central Coordination; Team to support data driven improvement and policy decisions; Submit regularly (monthly) reports to the Administrative Department
