DSE Kashmir directs teachers to return to classrooms, warns of strict action for non-compliance

SRINAGAR: In a significant move to ensure the availability of teaching staff in schools, the Directorate of School Education Kashmir (DSEK) has ordered the immediate detachment of teachers deployed in administrative roles across various offices and institutions.

Director School of Education has directed all teaching staff, including lecturers, masters, and teachers, to return to their original postings without fail.

A circular in this regard has been issued by the Directorate of School Education Kashmir.

Whereas, all the Teaching Staff deployed/attached Administrative Works in different offices/departments were recalled with the directions to report to their original place of postings vide Government Order No. 1691-JK (EDU) of 2021 dated:- 10.12.2021 and latest vide this office Order No. 163-DSEK of 2024 dated:- 01.07.2024;

Whereas, despite clear-cut instructions, it has come to the notice of this Directorate that a number of Teaching officials have been made to continue in different Offices/Institutions within or outside the parent department for Administrative works on one pretext or the other without obtaining prior approval/orders of this Directorate

Whereas, the continuation of Teaching staff in different offices/departments for administrative works despite instructions/orders Conveyed from time to time reflects non-seriousness on the part of Chief Education Officers/Drawing and Disbursing Officers/Heads of Institutions who have failed to get the orders implemented on the ground by ensuring that these officials report back to their original assignment of Teaching for which they have been employed in the School Education Department.

Now, therefore, in order to ensure full compliance with the instructions/ orders issued from time to time, it is hereby ordered that all the Teaching Staff (Lecturers/ Masters/ Teachers) working in different offices/institutions within or outside the parent Department for Administrative works in contravention of their Job Profile, without formal orders of Administrative Department/Directorate of School Education Kashmir, shall report to their substantive place of posting in Educational institutions without fail;

All the working non-teaching outside parent staff of the School Education Department Administrative Department/ Department Directorate without formal orders of Kashmir shall report to their substantive place of posting without school education failure.

All the above shall be Teaching/Non-Teaching officials mentioned at (i) and (ii) deemed to have been relieved/detached from their original to report back to a place of posting, Officer who 0s forthwith. Any Drawing and Disbursing found to have drawn the salary of any such official in violation of the Order shall face strict action, including recommendation of RDA against The Chief Education Officers shall furnish a compliance report to this Directorate along with the requisite details of all such employees indicating name; actual Place of Posting; place where working on Deployment Basis; nature of duties Assigned; stay with Date at place of deployment and reference of deployment/attachment order.

Date of reporting back at the substantive place of posting and any other information as may be deemed necessary. The Chief Accounts Officer, Directorate of School Education, Kashmir shall personally monitor the implementation of instructions in letter and spirit and liaison with concerned Treasury Officers for getting inputs about drawl of salary against the defaulters.
