Jammu: Jammu and Kashmir Chief Minister Omar Abdullah has reiterated that the framing of Business Rules for the Union Territory is exclusively the responsibility of the elected government, with no involvement of the Government of India.
Speaking to the media after a meeting with Union Home Minister Amit Shah, Abdullah explained, “The Business Rules are to be determined by the elected government of Jammu and Kashmir. These rules must be approved by the Cabinet and forwarded to the Lieutenant Governor. It is the responsibility of the Cabinet Subcommittee to finalize these rules, after which the Cabinet will grant its approval before sending them to the Lieutenant Governor.”

Abdullah emphasized that this is an internal administrative matter, adding, “The Government of India has no role in this matter.”

“Yes, keeping in view the current circumstances and the aspirations of the people of Jammu and Kashmir, the demand for the restoration of statehood is a valid one,” he said.
Reflecting on the past two months under the framework of the elected government, he acknowledged a mix of challenges and progress.
He expressed optimism about the discussions with the Union Home Minister, stating, “I am hopeful that the central government will work towards ensuring that the people of Jammu and Kashmir reap the benefits of a functional democratic system. We did discuss statehood, and I am optimistic that Jammu and Kashmir will regain statehood soon.”
On the issue of security, Abdullah highlighted the need for involving the people of Jammu and Kashmir in combating militancy and terrorism.
“Matters related to security and law and order remain under the purview of the Lieutenant Governor. However, I emphasized to the Home Minister that militancy and terrorism cannot be tackled in isolation,” he said.

He called for active participation from the public and their elected representatives, noting, “A vacuum cannot counter militancy effectively. The people must feel empowered and included in this fight.”

Addressing reports about a potential 28% GST on handloom artisans, Abdullah clarified, “I have not seen any such proposal so far. However, if such a proposal is brought before the GST Council, we will strongly oppose it. The impact of such a move will not only be felt in Jammu and Kashmir but also in other states, and it would be unfair to the artisans who are already struggling.”

On ongoing protests concerning the Shrine Board, Abdullah stated that the matter falls under the jurisdiction of the Shrine Board. “However, if the Lieutenant Governor attends today’s 5 PM meeting, I encourage you to pose this question to him,” he added.
