NC MLAs to head four committees, 2 by BJP, 1 each by Congress, CPI (M), PC

SRINAGAR: The Speaker of the Jammu and Kashmir Assembly, Rahim Rather, constituted nine House committees, including three financial panels, on Wednesday.
Committees have been formed to oversee various functions, as per the Rules of Procedure and Conduct of Business in the J&K Assembly.
Among the ruling coalition, NC MLAs have been appointed as chairpersons of four committees, with Congress and CPI (M) securing leadership of one panel each. BJP legislators will lead two committees in the opposition camp, while the People’s Conference (PC) will chair one.
Independent MLAs and PDP legislators have not been assigned leadership roles in any committee. The Jammu and Kashmir Legislative Assembly issued two separate notifications in this regard.
In exercise of the powers conferred by Clause 1 of the Appendix-I to the Rules of Procedure & Conduct of Business in J&K Legislative Assembly, I, Advocate Abdul Rahim Rather, Speaker Jammu and Kashmir Legislative Assembly, do hereby nominate the following Members to serve on the Committee on Environment, Subordinate Legislation, Privileges, Petitions, Government Assurances and Ethics Committee for the period ending 31 March 2026, reads the notification.
The Committee on Environment has been constituted with 11 members for the period ending 31st March 2026. The members include Mohammad Yousuf Tarigami as Chairman, Peerzada Mohammad Syed, Rajiv Jasrotia, Dr. Sajjad Shafi, Peerzada Feroze Ahmad, Zafar Ali Khatana, Khurshied Ahmed, Mushtaq Guroo, Irshad Rasool Kar, Yudhvir Sethi, and Darshan Kumar. The committee was formed under Clause 1 of Appendix I to the Rules of Procedure & Conduct of Business in J&K Legislative Assembly.
The Committee on Subordinate Legislation comprises 9 members, including Hasnain Masoodi as Chairman, and members Reyaz Ahmad Khan, Hilal Akbar Lone, Shahir Ahmad Kullay, Satish Kumar Sharma, Kuldeep Raj Dubey, Rajeev Kumar, Irfan Hafiz Lone, and Dr. Rameshwar Singh. The committee was established under Sub-rule (1) of Rule 355 and will serve until 31 March 2026.
The Committee on Privileges comprises nine members, with Nizam ud Din Bhat as Chairman. Other members include Vikram Randhawa, Riyaz Ahmad Khan, Salman Sagar, Sheikh Ahsan Ahmed (Pardesi), Javaid Riyaz, Javaid Iqbal, Dr. Narinder Singh Raina, and Dr. Bharat Bhushan. The committee was formed under Rule 350 and will function until 31 March 2026.
The Committee on Petitions includes seven members, with Pirzada Farooq Ahmed Shah as Chairman. The members are Mushtaq Guroo, Salman Sagar, Waheed Ur Rehman Para, Mian Mehar Ali, Vijay Kumar, and Thakur Randhir Singh. The committee was constituted under Rule 341 and will operate until 31 March 2026.
The Committee on Government Assurances has nine members, with Sajad Gani Lone as Chairman. The members are Choudhary Mohammed Akram, Javaid Ahmad Mirchal, Iftkar Ahmed, Hilal Akbar Lone, Mian Mehar Ali, Mohan Lal, Dr. Sunil Bhardwaj, and Ms. Shagun Parihar. The committee was formed under Rule 361 and will serve until 31 March 2026.
The Ethics Committee comprises 11 members, with Surjeet Singh Slathia as Chairman. The members include Javaid Iqbal, Sheikh Ahsan Ahmed (Pardesi), Zafar Ali Khatana, Rafiq Ahmad Naik, Dr. Sajjad Shafi, Arvind Gupta, Daleep Singh, Surinder Kumar, Khursheed Ahmad Sheikh, and Mehraj Malik. The committee was constituted under Clause 1 of Appendix I and will function until 31 March 2026.
In a separate notification, Jammu and Kashmir Legislative Assembly constituted three Financial Committees of the House viz; Committee on Public Accounts, Committee on Estimates and Committee on Public Undertakings.
Whereas the Jammu and Kashmir Legislative Assembly, at its sitting held on 25 March 2025, adopted Motions regarding the election to three Financial Committees of the House: the Committee on Public Accounts, the Committee on Estimates, and the Committee on Public Undertakings.
Subsequently a notification dated 25 March 2025 was issued in terms of Regulation No. 2(1) of the Regulations for conducting elections to the Financial Committees of the House according to the principle of proportional representation by means of single transferable vote indicating the schedule for holding the elections and in terms of Regulation 2(f)(e) of the said Regulations Bilal Ahmad Bhat, Additional Secretary was appointed to act as Returning Officer for the purpose but no member of the House belonging to any political party filed nomination papers within the stipulated period of time
Whereas a consensus has been built up amongst all Legislature Parties in the House to project the names of their Hon’ble Members in accordance with the Principle of Proportional Representation to serve on these Financial Committees for the year 2025-2026, instead of holding elections.
Therefore, in relaxation of provisions contained in the Regulations for Conducting Elections to the Committees of the House according to the Principle of Proportional Representation by means of single transferable vote, I. Advocate Abdul Rahim Rather, Speaker, Jammu and Kashmir Legislative Assembly, declares the following Members to serve on the three Financial Committees for the period ending 31 March 2026, the notification reads.
The Public Accounts Committee has 11 members, with Sham Lal Sharma as chairman. The other members include Mubarik Gul, Tariq Hameed Karra, Nazir Ahmed Khan (Gurezi), Balwant Singh Mankotia, Qaysar Jamshaid Lone, Altaf Ahmed Wani (Kaloo), Javid Hassan Baig, Dr. Devinder Kumar Manyal, Sajad Shaheen, and Muzaffar Iqbal Khan. The committee was formed through consensus among legislature parties, bypassing elections, and will serve until 31 March 2026.
The Estimates Committee is comprised of 11 members, led by Shamim Firdous as Chairperson. The members are Ghulam Ahmad Mir, Abdul Majeed Bhat Larmi, Ghulam Mohi-ud-Din Mir, Pawan Kumar Gupta, Prof. Gharu Ram Bhagat, Ajaz Ahmed Jan, Dr. Shafi Ahmad Wani, Chander Prakash Ganga, Payare Lal Sharma, and Arjun Singh Raju. Like the other financial committees, this committee was also constituted through consensus and will function until 31 March 2026.
The Public Undertakings Committee has 11 members, including Ali Mohammad Sagar as Chairman. The members are Saifullah Mir, Ali Mohammad Dar, Baldev Raj Sharma, Mir Mohammad Fayaz, Shakti Raj Parihar, Ranbir Singh Pathania, Dr. Bashir Ahmad Shah Veeri, Showkat Hussain Ganie, Saif Ud Din Bhat, and Tanvir Sadiq. This committee, too, was formed without elections due to inter-party consensus and will operate until 31 March 2026.
