SRINAGAR: Jammu and Kashmir has received nearly Rs 4,145 crore in central releases under the National Health Mission (NHM) and Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM) during the five financial years from 2021-22 to 2025-26, while 25 lakh families in the Union Territory are covered under Ayushman Bharat PM-JAY/SEHAT, according to data placed by the Union Health Ministry in the Rajya Sabha on Tuesday.
The details were provided by Minister of State for Health and Family Welfare Prataprao Jadhav in response to an unstarred question by BJP MP Ghulam Ali regarding the implementation of central health and family welfare schemes in J&K.
According to the reply, 6.70 lakh families in J&K are covered directly under AB-PMJAY, while the remaining eligible families are covered exclusively under AB-PMJAY SEHAT. The schemes have been implemented in convergence in the UT.
AB-PMJAY provides health cover of Rs 5 lakh per family per year for secondary and tertiary hospitalisation. The Centre said the scheme nationally covers around 55 crore beneficiaries, while senior citizens aged 70 years and above have also been brought under the scheme irrespective of their socio-economic status through the Vay Vandana Card.
Jammu, Srinagar among top districts in PM-JAY admissions
District-wise data shows that 18,72,196 authorised hospital admissions were recorded under PM-JAY in J&K during 2021-22 to 2025-26.
Jammu recorded the highest number of authorised admissions at 2,10,408, followed by Srinagar at 1,97,433, Baramulla at 1,67,555, Anantnag at 1,52,499 and Budgam at 1,33,206. Pulwama recorded 1,14,591 admissions, while Kupwara had 1,01,537.
Among other districts, Kulgam recorded 87,745 admissions, Udhampur 81,836, Kathua 74,310, Rajouri 72,407, Poonch 76,870 and Doda 69,418.
The lowest figures were reported from Kishtwar with 27,623, Samba with 41,440, Ramban with 44,628 and Ganderbal with 45,689 admissions.
NHM releases rise sharply
The Centre released Rs 3,973.74 crore under NHM and Rs 171.25 crore under PM-ABHIM to J&K during the five-year period.
NHM releases increased from Rs 459.10 crore in 2021-22 to Rs 651.52 crore in 2022-23, Rs 805.22 crore in 2023-24 and Rs 1,040.76 crore in 2024-25, before standing at Rs 1,017.14 crore in 2025-26.
PM-ABHIM releases stood at Rs 16.11 crore in 2021-22, Rs 1 crore in 2022-23, Rs 44.01 crore in 2023-24, Rs 60.44 crore in 2024-25 and Rs 49.69 crore in 2025-26.
The PM-ABHIM, which has a national outlay of Rs 64,180 crore, supports infrastructure such as Sub-Health Centres, Urban Ayushman Arogya Mandirs, Block Public Health Units, Integrated District Public Health Laboratories and Critical Care Hospital Blocks.
18.85 lakh eSanjeevani consultations in J&K
J&K has also recorded 18,85,362 eSanjeevani teleconsultations up to July 2026, with 3,174 Ayushman Arogya Mandirs, including AAM-AYUSH facilities, operational across the UT.
Budgam recorded the highest number of teleconsultations at 1,92,567, followed by Rajouri at 1,80,423, Anantnag at 1,37,565, Ramban at 1,37,252, Baramulla at 1,34,565 and Kupwara at 1,35,890.
Kulgam recorded 1,24,822 consultations, Samba 1,12,657, Pulwama 95,125, Kathua 89,425 and Jammu 88,964. At the lower end, Kishtwar recorded 13,410 consultations, Shopian 32,106 and Poonch 40,223.
The Centre said eSanjeevani has been implemented in all States and UTs. Nationally, the service had served over 48.9 crore patients as of July 31, 2026.
Mission Indradhanush vaccinates over one lakh children in IMI-5
The data on Intensified Mission Indradhanush shows that 1,03,876 children and 19,035 pregnant women were vaccinated across J&K during the IMI-5 round held between August and October 2023.
Poonch reported the highest number of children vaccinated in IMI-5 at 11,648, followed by Jammu at 9,838, Anantnag at 7,131, Budgam at 7,051, Baramulla at 6,736, Rajouri at 6,508 and Doda at 6,156.
The IMI-4 round in February-May 2022 covered 8,895 children and 2,504 pregnant women, while IMI-3 in February-April 2021 covered 1,071 children and 595 pregnant women.
The Ministry clarified that districts showing zero figures were not part of the respective IMI round, rather than indicating zero vaccination activity.
TB notifications cross 64,000 in six years
The data under the TB Mukt Bharat Abhiyan shows that 64,110 TB cases were notified in J&K between 2021 and June 2026.
Annual notifications stood at 10,711 in 2021, 11,613 in 2022, 11,237 in 2023, 11,978 in 2024 and 12,017 in 2025. In the first six months of 2026, another 6,554 cases were notified.
Jammu accounted for the highest number of notifications, rising from 3,209 in 2021 to 4,301 in 2025, with 2,478 cases reported in January-June 2026.
Srinagar recorded 1,294 cases in 2021, 1,420 in 2022, 1,339 in 2023, 1,508 in 2024, 1,400 in 2025 and 687 in the first half of 2026.
Doda also reported a significant caseload, with notifications increasing from 955 in 2021 to 1,131 in 2025 and 596 during January-June 2026.
The Centre said the TB Mukt Bharat Abhiyan focuses on identification and screening of vulnerable populations, early detection through chest X-rays, NAAT testing, timely treatment, differentiated care for high-risk patients, nutritional support and preventive treatment for eligible groups.
Centre says implementation rests with J&K Government
Responding to questions on district-wise implementation delays, reasons and timelines for universal healthcare coverage, the Union Health Ministry said “Public Health and Hospitals” is a State subject, and implementation of the programmes falls under the jurisdiction of the State/UT Government.
The Ministry said it provides technical and financial support to J&K under NHM based on proposals submitted through Programme Implementation Plans, with approvals issued through Records of Proceedings according to norms and available resources. The Ministry also referred to its Health Dynamics of India 2023-24 publication for details concerning healthcare infrastructure and human resources, including doctors, specialists and nursing staff in J&K.
