‘J&K hits 99.09 percent literacy under ULLAS’

Srinagar: Jammu Kashmir has achieved a historic milestone by joining the league of Fully Literate States/UTs under the Government of India’s ULLAS (Understanding Lifelong Learning for All in Society) scheme.

Lieutenant Governor Shri Manoj Sinha congratulated teachers, administrators and all stakeholders for their contribution in achieving this landmark.

In a post on X, the Lieutenant Governor said, “UT of Jammu Kashmir proudly joins the league of Fully Literate States/UTs under the ULLAS scheme of Government of India. With 99.09% success, it stands tall as the largest population region to achieve this milestone.”

Under the ULLAS scheme, 1,78,680 out of 1,80,317 identified non-literates have successfully cleared the assessment, achieving a success rate of 99.09%.

As per the criteria, a State/UT is declared fully literate after achieving a literacy rate of 95% or above, considering practical challenges such as advanced age and intellectual disabilities that make 100% literacy difficult to achieve.

With this achievement, Jammu Kashmir becomes the 10th State/UT in the country to attain full literacy status under ULLAS. The other fully literate regions are Ladakh, Mizoram, Goa, Tripura, Himachal Pradesh, Chandigarh, Andaman and Nicobar Islands, Sikkim and Uttarakhand.

Jammu Kashmir is also the largest population State/UT among those declared fully literate so far, marking a significant achievement in the field of education and lifelong learning.
