SRINAGAR: The scale of missing village revenue records (Massavis) in Jammu and Kashmir has come into sharper focus, with official data showing 545 records missing across 20 districts. Of these, 258 remain untraced or pending, raising serious concerns over land record governance.

According to district-wise figures, Udhampur tops the list with 154 missing Massavis, however, 139 have been recreated, leaving 15 pending. Kishtwar follows with 58 missing, but only 10 traced, while 48 remain unresolved.

Doda has reported 46 missing Massavis, with none traced so far, keeping all 46 pending, while Reasi recorded 40 missing, of which only 2 have been recreated, leaving 38 pending.

In the Jammu division, Rajouri reported 43 missing Massavis, with 28 traced and 15 pending, while Kathua recorded 38 missing, all of which are still pending with no recovery reported. Jammu district has 44 missing records, of which 24 have been recreated, leaving 20 pending.

Samba reported 9 missing Massavis, with 7 traced and 2 pending, while Ramban has 12 missing, none traced, leaving all 12 pending.

In Kashmir division, Baramulla reported 21 missing Massavis, with 17 traced and 4 pending, while Kupwara recorded 12 missing, with 11 traced and just 1 pending.

Budgam has 25 missing records, 23 have been recreated, leaving 2 pending. Anantnag reported 3 missing records, all of which are still pending.

Bandipora has 2 missing Massavis, both pending, while Ganderbal reported 3 missing, all successfully recreated with zero pendency. Pulwama recorded 7 missing Massavis, with 6 traced and 1 pending, while Shopian has 8 missing, all recreated with no pendency.

Kulgam stands out with no missing Massavis reported, indicating complete record availability. Srinagar recorded 6 missing Massavis, with 3 traced and 3 pending, while Poonch reported 14 missing, with 6 traced and 8 pending.

The data also flags a parallel crisis of dilapidated Massavis, with 665 such records identified across 654 villages in Jammu and Kashmir. District-wise, Udhampur again tops with 154 dilapidated records, 128 of which have been partially recreated. Ramban follows with 206 dilapidated Massavis, but none have been reconstructed. Kathua has 79 dilapidated records, with 25 reconstructed, while Reasi (22), Rajouri (21), Poonch (20), Doda (21), Kishtwar (22), Srinagar (17), and Budgam (32) have reported zero reconstruction progress.

In Kashmir, Anantnag has 3 dilapidated Massavis, with 8 reported reconstructed, while districts like Pulwama (1), Baramulla (15), and Kupwara (6) show negligible or no reconstruction. Several districts including Ganderbal, Kulgam, Shopian, and Bandipora reported either zero or minimal dilapidated records.

The government has stated that old Massavis are being digitised through high-resolution scanning and geo-referencing to align them with real-world coordinates. A recent circular has directed district authorities to expedite reconstruction.
