Salaries as per biometric attendance, civil secretariat employees first in line

JAMMU: In a bid to imbibe punctuality among Civil Secretariat employees, the government has decided to release salaries of employees from now on , only as per their biometric attendance report.

“The concerned Drawing and Disbursing Officers (DDOs) will release salaries of employees for the month of May 2019 onwards only on the basis of biometric attendance report as furnished by the nodal officers of every department,” an official said.

Aiming to ensure punctuality and attendance in Civil Secretariat, he added that authorities have completed installation of biometric attendance system in each and every department of Civil Secretariat.

“The Biometric attendance applies to all the employees, including contractual consolidated casual workers or any other types of person drawing wages in any form from public exchequer,” he said.

The initiative to install Biometric attendance system was taken by then governor N N Vohra. The initiative had evoked poor response due to casual approach adopted by the implementing agencies.

During the tenure of governor N N Vohra several notifications were issued by General Administration Department for implementation of Biometric attendance system. In this regard last order was issued by GAD on June 23, 2018.

However, the circular of GAD, on July 5th claims that the effective implementation of biometric attendance system in government offices has started showing tangible results. It further said, the digital attendance in the civil secretariat and other offices has witnessed a sudden jump to 80 per cent from 45 per cent.

Taking issue seriously, Vohra’s successor Satya Pal Malik reinforced inception of the biometric system in Civil Secretariat and other government department.

The employees had also expressed concern over the implementation of biometric attendee.

“All Employees of Civil Secretariat shall mark biometric attendance twice a day (both at the time of entry and exit) without fail. Payment of Salary or Wages in favour of the Government Employees of any category for the month of May 2019 onwards will be linked with their biometric attendance report. The concerned DDOs will release salaries only on the basis of biometric attendance report as furnished by the nodal officers of every department,” a circular issued by GAD today reads.

“The Administrative Secretaries of various departments shall ensure installation of additional number of biometric devices if needed and nominate Nodal Officers for daily monitoring of Biometric attendance,” the order further reads.
