JAMMU: Already facing the allegations of mass copying during recently held Sub Inspectors recruitment examination, another embarrassment has came the Police Headquarters’ way-- overruling the Rule No 7 of SRO 202 by recruiting candidates belonging to other categories on the posts meant for General Category.

The fresh allegations came to fore at a time when the mass copying issue is facing court trial.
The candidates have alleged that discrimination has taken place with the candidates of General Category as 35 posts of Armed wing meant for them were given to other categories, thus overruled the rule no. 7 of SRO- 202.

The candidates said that this is matter of concern that PHQ had violated the rules while allotting executive wing posts to the reserve category Candidates in Open as the posts of Executive wing in open merit was exhausted.

“They should have allotted the same in their respective category leaving 35 seats for open category candidates as selection was based on preference-cum-merit criteria,” they said.

“Giving Executive wing to candidates is a clear cut case of violation of Rule No. 7 of SRO- 202. They cannot reduce the vacancies of Executive wing and Armed wing from 275 to 310 and 100 to 65, respectively,” they alleged.

Supporting their point of view they said that it is well established in the court of law in the various judgments of apex court about the preference cum merit criteria that those who fall in the open merit but their merit is low, to allot them wing/service as per their choice in open merit, they should be granted the same in their respective category leaving the opportunity for the next in open merit.

They said that they are shocked that such a big organisation can do such a silly mistakes while applying preference cum merit criteria which has well established procedure in the center as well as in state public service commission.

They also mentioned that 35 seats of Armed wing are still vacant and department is befooling the candidates of general category saying that there is no difference between armed and executive.
They added that if the department had advertised posts for different wings, they should allot the same as per the advertisement.

They held PRB answerable to this question that where are the 35 posts of Armed wing for Open category candidates.

Now candidates are demanding to revise the list and also demanding to initiate probe into the matter to find the person who tried to adjust 35 extra candidates in the different categories.

Meanwhile, The News Now when contacted to the senior police officer in PHQ termed the allegations as baseless.

He said that those who have secured top marks and have opted for Executive have been allotted accordingly.

“The exercise was being done irrespective of caste and creed. It is clear cut method as top scorers have given their preference”, said a senior police officer.
