Bashir Dar chairs Subordinate Legislation Committee meet

JAMMU, DECEMBER 06: A meeting of Committee on Subordinate Legislation of Jammu and Kashmir Legislative Assembly was held under the Chairmanship of MLA, Bashir Ahmed Dar to examine and scrutinize the Rules, Sub-Rules, regulations and bye-Laws of Food, Civil Services & Consumer Affairs (FCS&CA) department.
Legislator, Mubarak Gul, Mushtaq Ahmed Shah and Dr. Krishan Lal attended the meeting and gave their valuable suggestions to improve the working of (FCS&CA).
Thread bare discussions were held on the functioning of FCS&CA department besides, Jammu and Kashmir Food and Supplies (Gazetted) Service Recruitment Rule, 1990, J&K Legal Metrology (Gazetted) Service Recruitment Rules, 2005, J&K Food and Supplies (Subordinate) Recruitment Rules, 1972, J&K Legal Metrology (Subordinate) Recruitment Rules, 2009, J&K Consumer Protection Act 1987 and J&K Brick Kiln (Regulation) Rules.
Director, FCS&CA Jammu R A Inquilabi briefed the Committee about the activities of the department and the measures taken by the department with regard to the proposals for amending various Recruitment Rules, Laws and Acts.
The Committee asked the concerned authorities to monitor the distribution system of the department so that the consumer could get rations as per the norms.
While highlighting the issues of the department, the members of the Committee asked the concerned officer to include left out and ignored BPL families in the ration cards and provide ration to the people of the state especially living in rural and hilly areas.
The Committee observed that recruitment rules should be employees friendly, saying that it helps in smooth functioning of the department besides ensuring proper implementation of flagship programmes.
Controller LMD J&K, R K Katoch, Special Secretary Law and Justice, A R Fayaz, Joint Director Planning, Sanjay Vishist, Joint Director, FCS&CA, Mansoor Aslam, Joint Controller Legal Metrology, V S Sambyal and other senior officers of FCS&CA department and Assembly Secretariat attended the meeting.
