Bhim Singh urges President of India for urgent intervention under Art. 370 to save children of Kashmir from pellet guns

Jammu, Feb 27: Prof.Bhim Singh, Sr. Executive Member of Supreme Court Bar Association of India and Executive Chairman of State Legal Aid Committee, J&K has urged Shri Pranab Mukherjee, the President of India for his immediate intervention under Article 370 in the interest of security and safety of children of Kashmir and protection of the civil rights of the people of J&K as provided in Chapter-III of the Constitution of India.
Prof.Bhim Singh urged President to use his exclusive power assigned to the President of India under Article 370, though, temporary, yet applicable to the State of J&K in defense of the children of J&K who has been targeted by Israel-made pellet guns to create a terror among the children of Kashmir who have been marching on the streets of Kashmir.
Prof.Bhim Singh demanded urgent inquiry by a sitting judge of the Supreme Court on the pellet guns used against the children in Kashmir. He said that the experts have admitted that pellet guns don’t follow a definite trajectory. Pellets penetrate soft tissues of skin. Eyes, being delicate, are most vulnerable to damage. Once a pellet goes inside an eye, it shatters the tissues and causes multiple damages.
Prof.Bhim Singh urged the Hon’ble Home Minister of India, Shri Rajnath Singh to hold an appropriate inquiry into the use of pellet guns. What is the source of pellet guns and from where they had entered J&K? Is it a fact that pellet guns have been manufactured in Israel and brought by the Govt. to J&K? What is the purpose of use of pellet guns against the children of Kashmir?. He also questioned the inability of the J&K police force to use legitimate methods to control the mob fury as it is being done in other states of the country. He also demanded the number of the casualties and number of those children/minors who have been injured/wounded by the pellet guns during the Kashmir unrest in the last couple of months. Prof.Bhim Singh questioned the tactics of J&K Govt. and total failure of law and order machinery in the State of J&K which deserve special attention of the President of India under Article 370.
Prof.Bhim Singh said that he has invited letters/names/information from all the parents and relations of those children who lost their eyes or were wounded so that an appropriate litigation be brought within the meaning and scope of Article 14 of the Constitution of India so that the Fundamental Rights enshrined in the Constitution of India shall also be introduced to the suffering children and their parents in the State of J&K.
Prof.Bhim Singh condemned the police statement vis-à-vis firing on the children of Kashmir by amended pellet guns claiming that, “This will ensure that vital organs are not hit during any law and order disturbance”. Prof.Bhim Singh described this statement as a matter of shame which wounds the soul of democracy. Prof.Bhim Singh asked the Govt. of India headed by Shri Narendra Modi to satisfy his own soul if it is not a criminal act on the part of the government to shoot the beautiful children of Kashmir like pigeons and claim victory of pellet guns. Prof.Bhim Singh declared that he shall fight the case of the wounded/injured children of J&K as he has been fighting for the children of India and even the citizens of different parts of the world to ensure that the human beings are treated by a government as human beings and not like wild animals. This was the mission which forced him in 1982 to resign from the Membership and the MLA ship of the Congress Party and that was the beginning of the foundation of J&K National Panthers Party for justice to all.
