Panels for registration of unorganized workers on NDUW e-SHRAM portal

SRINAGAR: The government has constituted a Union Territory level monitoring committee and District level implementation committee for implementation and monitoring of registration of unorganized workers on the portal of the National Database for Unorganized Workers (NDUW) e-SHRAM portal in Jammu and Kashmir.
The Union Territory level monitoring committee shall be headed by the Chief Secretary and will have 14 other members. The District level monitoring committee shall be headed by District Magistrates and will have 17 other members.
In this regard an order has been issued by Manoj Kumar Dwivedi, Commissioner/Secretary to the Government, General Administration Department.
“Sanction is hereby accorded to the constitution of Union Territory Level Monitoring Committee (UTMLC) and District Level Implementation Committee (DLIC) for implementation and monitoring of registration of unorganized workers on the portal of National Database for Unorganized Workers (NDUW) e-SHRAM portal in Jammu and Kashmir”, the order reads.
The UTMLC will review and monitor the progress of registration of unorganized workers with Deputy Commissioners. It will also monitor the working of field level Common Service Centers (CSCs) (District wise) in terms of defined targets.
Further, the UTMLC will monitor mobilization of target sub-groups of unorganized workers such as MGNREGA workers, SHG members under NRLM/NULM, Street vendors, rickshaw-pullers, construction (BOCW) Workers, Mid-day meal workers, Domestic workers, ASHA workers, Anganwadi workers, Agricultural Labourers, fishermen and brick-kiln workers through respective line departments (district wise) for registration under e-SHRAM.
The committee will monitor the progress of bulk registrations of BOCW/ASHA/ Anganwadi/ MGNERGA/ Domestic Workers, Mid-day meal workers, Fishermen to register under e-SHRAM. It will also channelize labour union/workers associations/Federations/ Civil society organizations working for the welfare of unorganized workers and to convince and mobilize their respective members to register under the e-SHRAM portal.
The committee will ensure the holding of regular registrations Camps at the District and CSC level for the unorganized Workers. And, to strategize to disseminate Information, Education & Communication (IEC) amongst the prospective beneficiaries of e-SHRAM and their implementation through the Labour & Employment Department and other official machinery.
Also, it will devise and monitor implementation of UT wide awareness programme through discussions, seminars, public meetings, students participation, Universities, Colleges, media channels, news items, campaigns, pamphlets, posters, banners, help desk tables in District Labour Offices and Skill Development Centers/strategic locations/ other prominent places of labour concentration.
As per the order, the committee shall meet at least once a quarter.
While on the other hand, District Level Monitoring Committee will review the progress of registrations of unorganized workers against the defined targets in the District. The committee will review and monitor the working of field level individual Common Service Centers (CSCs) in the District and achieving targets under e-SHRAM.
Also, the committee will mobilize target sub-groups of unorganized workers such as MGNREGA Workers, SHG Members under NRLM/NULM, street vendors, Rickshaw Pullers, Construction (BOCW) workers, Mid-day Meal workers, Domestic workers, ASHA workers, Anganwadi Workers, Agricultural Labourers, Fishermen and Brick-kiln workers through respective line Departments within the District, for registration under e-SHRAM Portal.
Also, it will mobilize target groups of prospective beneficiaries for registration in e-SHRAM through respective Labour Unions/ Workers associations/federations/Civil society Organizations/ NGOs working for the welfare of unorganized workers.
The district-level committee will plan/ensure regular registrations Camps at the District and CSC level for the unorganized workers, monitor the progress of bulk registration of BOCW/ASHA/ Anganwadi/ MGNREGA/ Domestic Workers/ Mid-day meal workers/ Fishermen etc and to undertake Information, Education and Communication (IEC) campaign with prospective beneficiaries of e-SHRAM.
The committee shall also undertake registration drives by using mobile CSC/SSK vans in labour chowks, Brick-kilns, labour sites, fishermen sites, Milk union collection Centers etc.
Also, the committee will implement the District-wide awareness programmes through discussions, seminars, public meetings, students participation, universities, Colleges, media channels, News items, Campaigns, pamphlets, posters, banners, help-desk tables in District Labour Offices/Skill Development centres/strategic locations/ other prominent labour concentration areas in the District.
“To understand and resolve Public grievances brought to the notice of the Committee. The Committee shall meet at least once in a month”, the order reads.
It is pertinent to mention here that the president/secretary of UT level unions, association and federation of unorganized workers and other associations will be the members of the committee which also include small retailers. The same goes to the District level committee, which too shall have a president/secretary of the district-level union and association of unorganized workers as members which include street vendors, rickshaw pullers and others.
