‘Final opportunity to employees for filing APRs’

Jammu: After constituting a committee to verify the service records of employees in Jammu and Kashmir last year, the government today ordered verification of service records of employees of Public Sector Undertakings (PSUs), Corporations working in various departments, Offices, PSUs, Corporations across the Union Territory.
General Administration Department (GAD) in has ordered that in amplification of instructions issued on the subject by the General Administration Department from time to time, it is hereby ordered all Administrative Secretaries, Heads of Departments and Managing Directors of PSUs/ Corporations shall relieve surplus employees of PSUs/ Corporations deployed by the General Administration Department in their departments/ offices, three months prior to their retirement.
The ordered further directed all Drawing and Disbursing Officers shall undertake immediate verification of service books, records of these employees working in their departments, offices, PSUs, Corporations, to ascertain the correctness of their recorded Dates of Birth.
“In case of any correction(s) noted in respect of Date(s) of Birth of any employee(s), the matter shall be reported to the General Administration Department within a period of ten days from the date of issuance of this order”, the order said and it further directed that lapses in this regard shall be the personal responsibility of the concerned Drawing and Disbursing Officer(s), who shall be liable for appropriate disciplinary action under rules. Further, excess salary drawn in respect of any such employee who overstays beyond the actual date(s) of Superannuation, shall be recovered from the concerned Drawing and Disbursing Officer(s).
In last July, the government had ordered the constitution of a high-level committee to verify the service records of employees registered on the Jammu and Kashmir Human Resource Management System (JKHRMS) whose initial appointment orders are not available.
Meanwhile, Government today granted its employees the “last and final opportunity” to file the Annual Property Returns (APRs) on the Property Return System (PRS) portal. “Thereafter, no more opportunity shall be granted and action under law shall be initiated against the defaulters,” read a General Administration Department (GAD) order issued today.
The failure/non-submission of the property returns by the Government employees invites a punitive action under the provisions of the Jammu and Kashmir Public Men and Public Servants Declaration of Assets Act and Rules made thereunder. Further, the defaulting employees are considered guilty of committing criminal misconduct under the Prevention of Corruption Act and could be punished under the act. Non-submission of property returns also results in denial of vigilance clearance of the defaulting employees.
As per the fresh order, now the employees shall be allowed to submit their APRs through online mode with effect from February 13 to 27.
Pertinently, Vide Circular No. 36-JK (GAD) of 2023 dated 21.12.2023, followed by notification dated 29.12.2023, all the employees working under Jammu and Kashmir Government were advised to file their property returns for the year 2023, w.e.f. from 1st of January, 2024 to 31st of January, 2024, on the PRS portal, which is accessible on https://prs.jk.gov.in. But many employees have failed to submit their property returns within the stipulated timeline and have thus made a default in this mandatory process. It has also been observed that various employees have registered themselves on the portal but not submitted their property returns, thus they too have caused a default in submission of their details.
Later, the matter was considered in the General Administration Department and it was decided to grant a last and final opportunity to the defaulting employees to file their property returns within the stipulated time period.
Further, all those employees who had registered themselves on the Portal but not submitted their property returns shall submit the same, besides, the unregistered employees shall get themselves registered on the portal and subsequently submit their property returns, during the above stipulated period. In case the employees encounter issues related to OTP, they shall update their current mobile numbers and email IDs on CPIS portal and further, in case of any other issue/ technical support, they may forward their concerns on [email protected] for speedy redressal.
As per order it is further enjoined upon all the Controlling Officers/Drawing and Disbursing Officers (DDOs) to ensure compliance with regard to filing of property returns by all the defaulting employees of their establishment. Further, Administrative Departments shall also assess the progress in this regard.
