Gawar Wins Delhi – Katra Expressway’s Package 18 in J&K

NEW DELHI: Gawar Construction Ltd. on Friday was declared as the lowest bidder for the civil contract of 650 km Delhi - Amritsar - Katra (DAK) Expressway‘s 15.3 km Package 18 in Jammu & Kashmir.
This 4 lane (expandable to 8) greenfield project by National Highway Authority of India (NHAI) consists of 2 phases. Phase 1 consists of 12 packages for the 397.71 km Delhi - Gurdaspur section and 3 packages for the 99 km Nakodar - Amritsar spur.
Package 18 in Jammu & Kashmir is part of Phase 2 (mostly brownfield upgrade) connecting Gurdaspur - Pathankot - Jammu - Katra. This package involves upgrading the existing national highway NH-44 north of Jammu city between Sidhra and Ban villages into an access-controlled roadway.
The project's Detailed Project Report (DPR) was prepared by Feedback Infra, and NHAI invited bids for its construction in December 2022 under the Hybrid Annuity Model (HAM) model with a 730 day (2 year) deadline and a Rs. 777.56 crore estimate.
Technical bids were opened in mid-February to reveal 5 bidders.

Gawar's bid of Rs. 650.99 crore was well below NHAI's estimate of Rs. 777.56 crore so a contract should be awarded in the coming weeks. On the greenfield section (Phase 1), a tender notice for Package 13's construction near Gurdaspur is still pending.
