Joint cadre

Although the erstwhile state of Jammu and Kashmir was bifurcated on August 5, 2019 but the Union Territories of Jammu and Kashmir and Ladakh will have joint cadre of Administrative Services, Police and the Forest Services. The administration said that the Union Territory of Jammu and Kashmir and the Union Territory of Ladakh will have a combined cadre of J&K Administrative Service, J&K Police Service and J&K Forest Service.“In exercise of powers conferred under proviso to Article 309 of the Constitution of India with section 89 of the Jammu and Kashmir Reorganization Act, 2019 and in partial modification of any notification issued on the subject, the Lieutenant Governor of Jammu and Kashmir has directed that there shall be ‘Joint Services/Cadres’ of Jammu and Kashmir Administrative Service (JKAS), Jammu and Kashmir Police (Gazetted) Service (JKPS) and Jammu and Kashmir Forest (Gazetted) Service for Union territory of Jammu and Kashmir and Union territory of Ladakh, pending final decision regarding separate feeder cadres for the respective Services in the Union territory of Ladakh by the competent authority,” said an official as per the order issued by the General Administration Department.It said that consequent thereto, promotion of the members of these services shall be effected in terms of the combined seniority/strength of the service against the total posts of these cadres allocated to Union territory of Jammu and Kashmir and Union territory of Ladakh.“This issue is in consultation with the Administration of Union territory of Ladakh,” he said.However, on the other hand, the General Administrative Department has also issued an order and extended the last date for updating the Centralized Personnel Information System (CPIS) of government employees working in the Union Territory of Jammu and Kashmir till December 31, 2021.Therefore, all the Administrative Secretaries and Heads of Departments have been asked to ensure that the CPIS of the personnel is updated by December 31, 2021.
