SRINAGAR: The Jammu and Kashmir Government has set the groundwork for formulating a regularisation mechanism for eligible casual labourers, contingent-paid workers, consolidated workers and other similarly placed employees engaged in urban local bodies across the Union Territory.
The Housing and Urban Development Department, through Government Order No. 214-JK(HUD) of 2026 dated October 14, has accorded sanction to the adoption of the Jammu Municipal Corporation Class-IV Services (Special Provision) Regulations, 2014, and the Srinagar Municipal Corporation Class-IV Services (Special Provision) Regulations, 2014, as the basis for formulating a similar regularisation mechanism for eligible workers.
According to the order, the two sets of regulations will be adopted mutatis mutandis for the purpose of developing a similar mechanism for workers engaged in urban local bodies across Jammu and Kashmir.
The move brings the existing 2014 special provision regulations of the Jammu and Srinagar Municipal Corporations into the framework for considering a similar arrangement for eligible workers in other urban local bodies.
The order specifically covers casual labourers, contingent-paid workers, consolidated workers and other similarly placed employees. However, it does not specify the total number of workers who may benefit from the proposed mechanism, the detailed eligibility criteria, or a timeline for its implementation.
The government order also does not announce the immediate regularisation of any particular category of workers. Instead, it provides the regulatory basis for formulating a similar mechanism for eligible employees working in urban local bodies. The order was issued by the Housing and Urban Development Department from the Civil Secretariat and signed by Mandeep Kaur, Commissioner/Secretary to the Government.
Copies of the order have been forwarded to the General Administration Department, the Department of Law, Justice and Parliamentary Affairs, the Directorate of Urban Local Bodies, Jammu and Kashmir, and other concerned authorities for information and necessary action.
