137 officers transferred in major J&K govt reshuffle

Jammu: The Jammu and Kashmir government on Tuesday ordered the transfer of 137 officers, including Sports Council secretary Nuzhat Gul, as it carried out a major rejig of middle-rung bureaucracy.

The order, Government Order No. 1463-JK(GAD) of 2026 dated September 1, 2026, has brought changes in departments including General Administration, Revenue, Health and Medical Education, School Education, Rural Development, Tourism, Social Welfare, Finance, Industries and Commerce, Food and Civil Supplies, State Taxes and other wings of the administration.

Among the major changes, Shahbaz Ahmad Mirza has been posted as Secretary, J&K Public Service Commission, while Gulzar Ahmad Dar has been posted as Special Secretary, Cooperatives Department. Rifat Kohli has been appointed Chief Operating Officer, Himayat, and Bhumesh Sharma as Secretary, J&K Advisory Board for Development of Pahari Speaking People.

Amarjeet Singh has been posted as Additional District Development Commissioner, Poonch; Pankaj Gupta as Regional Director, Survey and Land Records, Doda; Gulzar Ahmad Bhat as Additional District Development Commissioner, Pulwama; and Namrita Dogra as Regional Director, Survey and Land Records, Jammu.

Anju Gupta has been posted as Additional Inspector General of Registration, Jammu, while Ghulam Rasool has been appointed Additional District Development Commissioner, Kupwara. Jogindera Singh Rai will take charge as Managing Director, J&K Agro Industries Development Corporation, while Rifat Aftab Qureshi has been posted as Director, Command Area Development, Kashmir. Rajneesh Gupta has been posted as Special Secretary, Hospitality and Protocol Department, and Dr Fayaz Ahmad Banday as Director, Urban Local Bodies, Kashmir.

Basharat Hussain has been posted as Chief Executive Officer, Tourism Development Authority, Rajouri, while Vinod Kumar Behnal has been appointed Executive Director, J&K Rehabilitation Council, Social Welfare Department. Tahir Firdous Dutta has been posted as Special Secretary, Forest, Ecology and Environment Department, and Vishal Sharma as Regional Director, Survey and Land Records, Rajouri.

Dhananter Singh has been posted as Additional Commissioner, State Taxes, Jammu, while Tazayun Mukhtar has been appointed Secretary, J&K Sports Council. Rakesh Kumar has been posted as Special Secretary, Estates Department, and Dr Zahoor Ahmad Magray as Additional Commissioner in the office of Divisional Commissioner, Kashmir. Masarat Hashim has been appointed Administrator, Associated Hospitals, Srinagar.

Anil Salgotra has been posted as Joint Director, School Education, Jammu; Ghulam Nabi Bhat as Deputy Commissioner, State Taxes (Recovery), Kashmir; Veedushi Kapoor as Additional Secretary, Revenue Department; and Shahid Mehmood as Programme Officer, ICDS Project, Pulwama.

Raj Mohammad has been posted as Director, Land Management, Srinagar Development Authority, while Sumera Shamim has been posted as Joint Registrar, Cooperative Societies (Special), Kashmir. Afshan Masood has been appointed Joint Director, IMPARD, and Mohammad Aslam as General Manager, DIC Ganderbal. Ashima Sher has been posted as Joint Director (Administration), Directorate of Rural Development, Jammu, while Avleen Kour Bali has been posted as Joint Registrar, Cooperatives (Special), Jammu.

Shazia Koser has been posted as Deputy Commissioner, State Taxes (IT, Data Analytics and Economic Intelligence), Jammu. Virender Kumar Manyal has been posted as Joint Registrar, Cooperatives (Banking and Finance), J&K, while Vinay Khosla has been posted as Additional Secretary, Culture Department. Vijay Kumar has been posted as Programme Officer, ICDS Project, Reasi, and Syed Ahmad Kataria as Deputy Commissioner, State Taxes, Enforcement (North), Kashmir.

Rakesh Dubey has been appointed CEO, Tourism Development Authority, Patnitop, while Tariq Hussain has been posted as Registrar-cum-Controller of Examinations, SKIMS, Soura. Rakesh Sharma has been posted as Deputy Secretary, Food, Civil Supplies and Consumer Affairs Department. Minakshi Vaid has been posted as Joint Director, Food, Civil Supplies and Consumer Affairs, Jammu.

Syed Naseer Ahmad has been posted as Additional Mission Director, J&K Rural Livelihood Mission, Kashmir; Samir Ahmad Jan as Joint Director, Handlooms, Kashmir; Afaq Ahmed as Additional Secretary, Skill Development Department; and Sudhir Bali as Member, J&K Services Selection Board. Alyaz Ahmad Naisroo has been appointed CEO, Tourism Development Authority, Gulmarg, while Fareed Ahmad Kohli has been posted as Programme Officer, ICDS Project, Poonch, with additional charge of CEO, Tourism Development Authority, Poonch.

Preeti Sharma has been posted as Joint Director, Geology and Mining, Jammu; Rehana Akhtar Bijli as Secretary, J&K Advisory Board for Development of Gujjar and Bakerwals; and Giasul Haq as Additional Secretary, Higher Education Department. Mohammad Imran Khan has been posted as Programme Officer, ICDS Project, Shopian, while Gurdev Kumar has been appointed Joint Chief Electoral Officer, J&K.

Sanchi Misra has been posted as Joint Director, Handlooms, Jammu; Mantasha Binti Rashid as Joint Director (Administration), Rural Development, Kashmir; Mohsin Raza as General Manager, DIC Kishtwar; Aijaz Ahmad Shah as General Manager, DIC Bandipora; and Parvinder Kour as Registrar, District Doda, with additional charge of General Manager, DIC Doda.

Nasir Mahmood Khan has been posted as Deputy Commissioner, State Taxes, Enforcement (South), Kashmir, at Lower Munda. Akhil Sadotra has been posted as Additional Secretary, Information Technology Department, while Gulzar Ahmad Bhat has been posted as Additional Secretary, Public Works (R&B) Department. Manzoor Ahmad Lone has been appointed CEO/Secretary, J&K Khadi and Village Industries Board.

Hilal Ahmad Bhat has been posted as Sub-Registrar, Beerwah; Sheraz Ahmad as Project Officer, Wage Employment (ACD), Rajouri; Gulshan Kumar as Project Officer, Wage Employment (ACD), Kathua; and Dr Shujaat Ahmad Qureshi as Deputy Secretary, General Administration Department. Angrej Singh has been posted as District Social Welfare Officer, Reasi, while Savita Chouhan has been posted as Sub-Registrar, Vijaypur.

Dr Priya Darshani Gautam has been posted as Deputy Director, Food, Civil Supplies and Consumer Affairs, Jammu; Akshay Rajan as Assistant Commissioner Panchayat, Reasi; Hakim Riyaz-ul-Haq as Secretary, J&K Housing Board; Tarun Sharma as Personnel Officer, Associated Hospitals, Jammu; and Abdul Jabbar as Deputy Director, Motor Garages, Jammu.

Narsingh Dayal Verma has been posted as Collector, PHE, Irrigation and Flood Control, Jammu, with additional charge of Collector, ERA, Jammu. Saddat Iqbal has been posted as Deputy Secretary, Civil Aviation Department; Fayaz Ahmad Bhat as Deputy Registrar (Academics), Government Medical College, Srinagar; and Sakhi Mohd. Khan as Secretary, Srinagar Development Authority.

Officers in field and departmental postings

Irfan Ali Khan has been posted as Assistant Commissioner, State Taxes, Kashmir; Dr Arshad Hussain Ganai as Assistant Commissioner Panchayat, Anantnag; Mohammad Imran Naik as Project Officer, Wage Employment (ACD), Ramban; and Naveed Hussain Badroo as Deputy Secretary, Public Works (R&B) Department. Shruti Bhardwaj has been posted as Deputy Director, Rural Sanitation, Jammu, while AuqilNuvaid has been posted as Deputy Secretary, Rural Development and Panchayati Raj Department.

Majid Manzoor has been posted as Deputy Director, District Employment and Counselling Centre, Anantnag; Hilal Arafat as Project Officer, Wage Employment (ACD), Pulwama; Ghulam Rasool Mir as Assistant Commissioner Panchayat, Pulwama; and Mohammad Akbar Wani as Development Officer, Handicrafts (Non-Textiles), Kashmir. Sanjeev Kumar has been posted as Deputy Director, District Employment and Counselling Centre, Udhampur.

Arif Ayaz Dar has been posted as Assistant Commissioner Panchayat, Poonch; Ramesh Chander as Deputy Director, District Employment and Counselling Centre, Kathua; and Asiya Nazir as Deputy District Election Officer, Budgam. Kewal Krishan Sharma has been posted as Deputy Secretary, Forest, Ecology and Environment Department, while Joginder Mangol has been posted as District Social Welfare Officer, Poonch.

Junior Scale JKAS officers also transferred

The order also covers a large number of Junior Scale JKAS officers. Amit Singh Manhas has been posted as Under Secretary, Culture Department; Mohd Ashraf Wani has been placed at the disposal of Rural Development and Panchayati Raj Department; and Dr Neha Sharma has been posted as Administrative Officer, Government Medical College, Jammu.

Punika Pandita has been placed at the disposal of Social Welfare Department, while Mohd Sagir has been placed at the disposal of Industries and Commerce Department. Sonika Parihar has also been placed at the disposal of Social Welfare Department, while Mohammad Iqbal Mir has been posted as Under Secretary, Cooperatives Department.

Devia Nanda has been placed at the disposal of Industries and Commerce Department; Waheed Ahmed has been posted as Under Secretary, Health and Medical Education Department; Aadil Iqbal Lone has been placed at the disposal of Social Welfare Department; and Javid Rehman Hajam has been posted as Under Secretary, Social Welfare Department. Talat Mahmood Wani has been placed at the disposal of Finance Department.

Maqbool Ahmed has been placed at the disposal of Social Welfare Department; Mohib Ali Bukhari at the disposal of Employment Department; Basharat Mehmood at the disposal of Tourism Department; and Asha Kumari Sharma has been posted as Under Secretary, Labour and Employment Department. Sheikh Ansar Hussain has been placed at the disposal of Finance Department, while Anis Ahmed Wani has been placed at the disposal of Rural Development and Panchayati Raj Department.

Adnan Nazir has been placed at the disposal of Tourism Department; Mohammad Arif Shah at the disposal of Transport Department; Aafreen Wahid Ganai at the disposal of Finance Department; Shashank Padha has been posted as Under Secretary, Housing and Urban Development Department; and Hidaitullah Mir as Under Secretary, Forest, Ecology and Environment Department.

Mahnaz Chishti, presently on maternity leave, has been placed at the disposal of Social Welfare Department and will join her new assignment after completion of leave. Pankaj Sharma has been posted as Under Secretary, J&K Services Selection Board, while Junaid Amin Bhat has been placed at the disposal of Rural Development and Panchayati Raj Department.

Khanzada Mohd Usman has been placed at the disposal of Finance Department; Mamta Sudershan at the disposal of Food, Civil Supplies and Consumer Affairs Department; Saima Ramzan at the disposal of Social Welfare Department; and Tawheed Ahmad Mir at the disposal of Transport Department.

Mudasir Ahmad Najar has been placed at the disposal of Food, Civil Supplies and Consumer Affairs Department; Niharika at the disposal of Social Welfare Department; Rakesh Kumar at the disposal of Industries and Commerce Department; Kuldeep Kumar at the disposal of Transport Department; Mohd Irfan at the disposal of Employment Department; Shefali Bhagat at the disposal of Finance Department; Aamlna Lateef at the disposal of Industries and Commerce Department; and Sunil Kumar at the disposal of Industries and Commerce Department.

Finally, Dharam Paul, Under Secretary, Revenue Department, has been transferred and posted as Under Secretary, Food, Civil Supplies and Consumer Affairs Department. The order states that all the officers covered by the reshuffle shall be deemed to have been relieved immediately from their respective places of posting.

The government order is dated September 1, 2026 and has been issued by M. Raju, IAS, Commissioner/Secretary to the Government, General Administration Department.
