SRINAGAR: The Jammu and Kashmir government has formally notified the Jammu and Kashmir Accounts Inter-Organization Service Recruitment Rules, 2025, laying down the framework for recruitment, promotion, service conditions, and cadre structure of personnel serving across key finance and audit-related organizations in the Union Territory .
Issued by the Finance Department under S.O. 319, the rules came into force following their publication in the Government Gazette and have been framed under Article 309 of the Constitution of India. The notification provides a comprehensive legal basis for the constitution and regulation of the newly notified Jammu and Kashmir Accounts Inter-Organization Service.
Under the rules, the service will comprise personnel drawn from the J&K Accounts & Treasuries Organization, J&K Funds Organization, Directorate of Audit & Inspections, and J&K Local Fund Audit & Pensions, or any other organization notified by the government from time to time. The Finance Department has been designated as the administrative department for the service.
The notification defines key service terms, including cadre, appointing authority, pay levels, and service composition, and specifies that the initial strength and composition of the service will be as detailed in Schedule-I annexed to the rules. The government has also retained the power to review and alter the cadre strength periodically, including the creation of temporary posts, based on administrative requirements.
Appointments to various posts under the service will be made through direct recruitment, promotion, or a combination of both, in ratios prescribed against each post. Direct recruitment posts will be filled through the Jammu and Kashmir Services Selection Board or any other recruitment agency notified by the government. Promotions will be routed through the Departmental Promotion Committee in accordance with existing rules.
As per the notification, all newly appointed members—whether through direct recruitment or promotion—will be placed on probation for a period of two years, with confirmation governed by the Jammu and Kashmir Civil Services (Classification, Control and Appeal) Rules, 1956. Seniority of service members will also be regulated under the same rules, with the Director General, Accounts and Treasuries tasked with maintaining updated category-wise seniority lists.
The rules also provide for reservation in appointments, stating that all promotions and direct recruitments shall be carried out in accordance with the Reservation Act and related rules applicable to Scheduled Castes, Scheduled Tribes, Other Backward Classes, and other reserved categories in force in the Union Territory.
Detailed schedules attached to the notification outline gazetted and non-gazetted posts, including designations, pay levels, number of sanctioned posts, minimum qualifications, and methods of recruitment. These range from senior technical and administrative positions to clerical, support, and multi-tasking staff roles.
The notification further clarifies that any appointments made or actions taken under earlier corresponding rules will be deemed valid under the new framework. In case of any interpretation-related disputes, the decision of the Finance Department will be final and binding.
The rules have been issued with the approval of the Lieutenant Governor and are signed by the Principal Secretary to the Government, Finance Department, bringing a uniform and codified recruitment mechanism for accounts and audit-related services in Jammu and Kashmir.
