Govt directs using e-stamp certificates to avoid misuse

Jammu: To prevent misuse the Inspector General of Registration, J&K has issued a Circular over the use of e-Stamp Certificates in Jammu and Kashmir.
Now sub registrars are directed to entertain instruments written upon paper stamped with an e-stamp certificate in such a manner that the e-stamp certificate appears on the face of the instrument and a portion of the instrument is written below the e-stamp certificate to ensure against reuse of an e- stamp certificate or its application in any other instrument.
Further, the Sub Registrars shall conspicuously display the circular in their offices for reference of the citizens.
The circular issued by the Office of the Inspector General of Registration, J&K on the use of e-Stamp Certificates in Articles/Instruments states that the rule 27 of the Jammu and Kashmir Stamps (Payment of Duty By Means of E-Stamping) Rules, 2020 lays down as under that every instrument written upon paper stamped with an e-stamp certificate shall be written in such manner that the e-stamp certificate may appear on the face of the instrument, and a portion of the instrument written below the e-stamp certificate, so that the e-stamp certificate cannot be used for or applied to any other instrument. No second instrument chargeable with duty shall be written upon or using the e-stamp certificate, upon which or using the same, an instrument chargeable with duty has already been written and every instrument written in contravention of sub rule (1) and (2) shall be deemed to be unstamped.
The circular further said while reviewing the implementation et de initiatives and use of e-Stamp Certificates in Articles/Instruments in the registration Department across UT of J&K in a meeting on September 13, Principal Secretary to Government, Finance Department has directed for ensuring compliance to the aforesaid rule to avoid misuse of e-stamp certificates.
Accordingly, all the Sub Registrars are hereby enjoined upon to entertain instruments written upon paper stamped with an e-stamp certificate in such a manner that the e-stamp certificate appears on the face of the instrument and a portion of the instrument is written below the e-stamp certificate to ensure against reuse of an e- stamp certificate or its application in any other instrument. Further the Sub Registrars shall conspicuously display the circular in their offices for reference of the citizens.
The instructions are brought to the notice of all Sub Registrars, the circular said.
