Under scrutiny, scores to face pre-mature retirement in J&K

Jammu: In what is being described as ‘mess’ created by politicians of all hues during successive rules of popular governments in providing jobs by ‘unfair’ means across hierarchies, the LG administration is at present ‘hugely engaged’ in weeding this out, using multipronged strategy to ‘identify’ those who have secured the posts in most unjustifiable manner. As one of the big steps in this process the government is mooting is effecting pre mature retirement of such lot.
Reliable sources in the administration confirmed LG administration having been directed by the Centre to clear the mess within the government departments created in the past by way of ministers of all successive governments having adjusted a good great number of people against various jobs while shelving all rules and violating set norms of appointments through proper channel.
Sources said one of the main reasons why J&K has huge number of government employees in proportion to its population is that successive governments, in order to appease their vote banks adopted all unfair means, backdoor appointments having been most easy and popular channel.
This had two negative ramifications –one that deserving remained deprived and other the tendency of regularizing people through schemes which were temporary and meant only for a short tenure, eventually became a liability today in terms of government bound to pay them salary, perks and pension, sources explained.
Post abolition of Art 370, since the salary is directly drawn from Centre as per UT scales, the government found many chinks in the system and major chunk of funds spent only on employees, more than where required most, sources said adding that concern was mainly directed on the fact that there were many irregularities while absorbing people against posts.
This started happening few years after a large section of Kashmiri Pandit employees exodus took place and the politicians in connivance with bureaucrats conveniently adjusted ‘favorites’ against their vacant posts in Valley. Unfair hiring didn’t stop for many years and it became free for all situation for the powers at the helm with regard to giving jobs.
However, upon directions from Finance Ministry in particular, the present administration has been on a major task of ‘scrutiny’ of government and this applies not just to looking into their mode of appointment and establishing , going into roots of antecedes and credentials whose activities remained on suspicious radar, sources said.
Sources further confirmed as a first step the government is now asking for first appointment order and this is enabling them to find out whether it is fair or unfair. A large number of employees have been found not able to produce the orders and this lot has been isolated for action, sources said confirming they are in for action either by way of seeking voluntary retirement or facing forcible/ premature retirement, termination not being option to avoid legal hassels.
