In J&K 1.44L addicted to cannabis, 5.42 L to opioids, 1.68 L to sedatives, says GoI

Says 10 ATFs, 1 IRCA, 2 CPLIs, 3 ODICs&5 DDACs operating in UT

SRINAGAR: In a major concern, a huge number of populations in Jammu and Kashmir have turned into drug abusers.
A question was tabled in Lok Sabha on Tuesday over a number of suspected drug addicts throughout the county including Jammu and Kashmir. The total number of Addiction Treatment Facilities (ATF), De-addiction and Rehabilitation centres in the country including in Jammu and Kashmir.
Also whether the government proposes to set up the ATF and de-addiction centres in the districts with high instances of drug addiction in Jammu and Kashmir and if, so the details and if not, the reason therefor?
Minister of State for Social Justice and Empowerment Sushri Pratima Bhoumik in a written reply informed that there are over an estimated 108000 male and 36000 female cannabis drug abusers in Jammu and Kashmir.
Further, an estimated 534000 male and 8000 female opioid drug abusers are there in Jammu and Kashmir. While there are an estimated 160000 male and 8000 female Sedatives drug abusers in Jammu and Kashmir, the minister said.
There are an estimated less than 1000 male and as many female cocaine abusers in Jammu and Kashmir. Also, there are an estimated 2000 male and less than 1000 female Amphetamine-type stimulants (ATS) drug users in Jammu and Kashmir, he informed.
Adding that he said, there are an estimated 1000 male and less than 1000 female Hallucinogens drug abusers in Jammu and Kashmir.
The minister further said that the ministry supports setting up of 46 Addiction Treatment Facilities (ATFs) in Government hospitals across the country, which is being implemented through AllMS, New Delhi. Out of these 46 ATFs, 10 ATFs are running in the UT of Jammu & Kashmir.
Ministry also provided support to a special de-addiction centre for women and children. Out of these 340 Integrated Rehabilitation Centres for Addicts (IRCAs), 01 IRCA is running in UT of Jammu & Kashmir, he said.
Adding that he said, 48 Community-based Peer-led Intervention (CPLI) Centres are supported by the Ministry. These CPLIs focus on vulnerable and at-risk children and adolescents. Under this, peer educators engage children in awareness generation and life skill activities. Out of these 48 CPLIs, 02 CPLIs are running in the UT of Jammu & Kashmir.
The minister further said that 71 Outreach and Drop in Centres (ODICs) are supported by the Ministry. Out of these 71 ODICs, 03 ODICs are running in the UT of Jammu & Kashmir. “Ministry also supports setting up of District De-addiction Centres in those districts across India where there are no IRCA, ODIC and CPLI centres being run with the support of the Ministry. Currently, 15 DDACs are supported by the Ministry, out of which there are 05 DDACs in UT of Jammu & Kashmir”, he said.
