PPCPA cell to oversee Centre’s projects in J&K

Admin issues rules, CS led panel to approve departmental projects

Jammu: The Jammu and Kashmir government on Friday constituted Public Private Partnership cum Project Appraisal Cell (PPCPA) and Steering Committee to oversee the implementation of Government of India’s Public Private Partnership (PPP) projects in union territory.
As per an order issued by the General Administration Department, the Chief Secretary led panel framed to approve the departmental projects.
“In supersession of all previous orders on the subject, sanction has been accorded to the constitution of PPCPA and Steering Committee, comprising the Planning Development & Monitoring Department for overseeing the selection, formulation and implementation of the projects to be undertaken by different departments,” an order reads.
As per an order, the PPCPA cell will comprise of team leader, urban development expert, procurement expert, support personnel (infrastructure expert), planning cum housing expert, transport expert, industries cum tourism expert, social sector expert, finance expert, PPP expert, environment expert and network manager.
The cell is tasked to appoint qualified professionals as consultants for institutional, regulatory and procedural reforms and to work towards standardization of PPP documents.
“It will develop concession agreements in different sectors, appraisal of projects, framing of Standard bid documents, scrutinizing the cost escalation proposals and preparation of a shelf of projects. It also asked to develop the building capacity of the government to handhold various departments in identification, preparation and implementation of projects under PPP mode. It also oversees process cases under Viability Gap Funding (VGF) under various PPP schemes of GoI in addition to appraising the project reports costing more than 10 crore (or as deemed fit by the Govt.)
Carry out Cost Benefit Analysis (CBA) and Internal Rate of Return (IRR)/Return on Investment (ROI) of the project and provide assistance in engagement of project specific Transactional Advisor, as per requirement.
The order further said that actual filling of positions in PPCPA shall be on the basis of Project Requirement and manpower support received from NITI Aayog/DEA, GoI from time to time.
Meanwhile, the Chief Secretary led Steering Committee also approved for PPP projects to oversee the selection, formulation and implementation of the projects to be undertaken by the line departments. As per order Chief Secretary appointed as Chairman of Steering Committee.
Administrative Secretary, Planning Development & Monitoring Department has been appointed as Member Secretary, while administrative secretaries of finance, revenue law, justice & parliamentary affairs and administrative secretary of concerned implementing departments as members
The Steering Committee will oversee the selection, formulation and implementation of the projects to be undertaken by the line departments. It will ask to approve the projects for funding under Viability Gap Funding scheme of GOI and other source of funding.
The Steering Committee tasked to approve the quantum of Viability funding for recommendation to DEA, Ministry of Finance, GoI, approve the UT share of Viability Gap Funding as per norms of viability Gap Funding scheme notified by DEA, GoI within the budgetary provisions and any other issue related to successful implementation of PPP projects.
Moreover, all PPP projects shall be undertaken after seeking approval of the competent authority.
